In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

The principle of policy coherence has been the object of a contentious debate in the European Union’s external relations, though discussions have been mainly limited to its foreign policy and its ability to speak with one voice in the international arena. Despite being institutionalised in the Treaty of Maastricht, policy coherence for development (PCD), which implies taking into account the needs and interests of developing countries in non-aid policies, failed to make headway in the European Union, remaining the unheeded concern of some NGOs and a small group of Member States. A change of direction occurred in the early 2000s when the European Commission, taking advantage of a number of favourable conditions and using an astute strategy, managed to set an ambitious agenda for the European Union. This volume analyses the linkages between aid and various non-aid policies, namely trade, agriculture, fisheries, security, migration, and the social dimension of globalisation. Its aim is to shed new light on the EU’s policy-making process, by looking at the nexus between various policy sub-systems, and on the role that the EU wants to play in the international arena, by looking at the impact of its policies on international development. The end of the Cold War radically changed both classic policies of national and collective security and international strategies for conflict management and the stabilization of precarious states. The threat of Islamic extremism and the wars in Afghanistan and Iraq have shattered any illusions of a peace dividend and have given strategies against state failure a new urgency. The growing awareness of the complex and intertwined problems of human security, socioeconomic underdevelopment and governance deficits as root causes of precarious statehood made policy coherence the new mantra for Western national governments and international organizations. Henceforth, it was envisaged to relinquish the existing division between diplomacy, development and defense in favour of the new comprehensive "3D"-approach. This book is an attempt to assess the extent to which both international organizations and states have lived up to the new insights of the "3D" continuum and adopted strategies corresponding institutional settings and policy instruments to provide the necessary culture of policy coherence for tackling the problems of precarious statehood and the international security challenges those states pose. On the national level, the cases studied are the United States, the United Kingdom, Germany and the Netherlands. On the international level, the United Nations and the European Union were examined. It is hoped, that the lessons learned from whole-of-government approaches and the recommendations drawn from this survey will help both governments and international organizations to excel in dealing with precarious states, thereby making policy coherence a reality in risk assessment, decision-making and policy implementation.

"This Eurostat publication, entitled "Sustainable development in the European Union - A statistical glance from the viewpoint of the UN Sustainable Development Goals", provides an overview of the current situation of the EU and its Member States on sustainable development in relation to the Sustainable Development Goals (SDGs). This publication follows a strictly descriptive approach, presenting a purely statistical picture based on facts and figures. It provides rather a snapshot of the starting position of the EU and its Member States and is not intended as a regular SDG monitoring exercise at EU level. The analysis in this publication is based on a limited number of indicators, which are relevant to the EU perspective and capture the broader objective and ambition of each SDG. Each goal is analysed through two to four indicators. In total, 51 indicators are presented in the report, mainly obtained from the European Statistical System and disseminated by Eurostat.
