This book explores how social and territorial boundaries have influenced the approaches and practices of the South Africa Police Service (SAPS). By means of a historical analysis of South Africa, this book introduces a new concept, ‘police frontierism’, which illuminates the nature of the relationships between the police, policing and boundaries, and can potentially be used for future case study research. Drawing on a wealth of research, this book examines how social and territorial boundaries strongly influenced police practices and behaviour in South Africa, and how social delineations amplify and distort existing police prejudices against those communities on the other side of the boundary. Focusing on cases of high-density police operations, public-order policing and the recent policing of the COVID-19 lockdown, this book argues that poor economic conditions combined with an increased militarisation of the SAPS and a decline in public trust in the police will result in boundaries continuing to fundamentally inform police work in South Africa. This book will be of interest to scholars and students interested in policing in post-colonial societies characterised by high levels of violence, as well as police work and police militarization.

Many of our children live in communities where violence, fear, and despair are commonplace. This book describes how one city developed a collaborative effort between law-enforcement and mental health professionals in order to help these children and their families. The Child Development-Community Policing Program in New Haven, Connecticut, was initiated in 1991 to deal more effectively with children who are victims or perpetrators of violence. Police officers, preparing for the new responsibilities of community-based policing, have become familiar with an array of strategies for preventing and responding to community violence. Mental health professionals have learned firsthand about the texture and trauma of the lives of children at risk. Police and mental health professionals working together have been able to mobilize treatment services more quickly and effectively and to assure that treatment plans are carried out. This book promotes new theoretical frameworks and research questions that seek to advance knowledge of policing across internal and external organisational boundaries, specifically at the structural level of analysis. It addresses police theory, policy and practice, and also provides new directions for future research on intra- and inter-organisational policing. Analysing boundaries is of increasing global importance for policing policy and practice. Boundaries reflect the division-of-labour inherent to complex organisations and their specialist units. Violence and policing are inevitably associated. Criminals use violence not only against innocent members of the public, but also against the police themselves. For our own protection and theirs, we have given police a licence to use force, sometimes with lethal consequences. But the exercise of this licence is fraught with risk to the community. This paper tests models of coercive social control that are theoretically grounded in general group conflict theory and specific minority threat hypotheses. These theories assert that higher levels of minority presence and overall economic inequality will predict higher levels of social control even when other environmental factors (including crime rates) are held constant. The use of pooled time series cross-sectional data allows for the first longitudinal analysis of police homicides as a social control outcome, which produces mixed findings on racial and economic threats. As in previous research, purely economic conflict predictions find little support while racial threat hypotheses are at least partially substantiated. As part of this same analysis, police homicides and police force size are compared based on their empirical and theoretical strengths as social control outcome variables. This ultimately raises important challenges to the continued use of the police homicide variable in future conflict and minority threat research.

Based on five years of ethnography, archival research, census data analysis, and interviews, Police, Power, and the Production of Racial Boundaries reveals how the LAPD, city prosecutors, and business owners struggled to control who should be considered “dangerous” and how they should be policed in Los Angeles. Sociologist Ana Muñiz shows how these influential groups used policies and everyday procedures to criminalize behaviors commonly associated with blacks and Latinos and to promote an exceedingly aggressive form of policing. Muñiz illuminates the degree to which the definitions of “gangs” and “deviants” are politically constructed labels born of public policy and court decisions, offering an innovative look at the process of criminalization and underscoring the ways in which a politically powerful coalition can define deviant behavior. As she does so, Muñiz also highlights the various grassroots challenges to such policies and the efforts to call attention to their racist effects. Muñiz describes the fight over two very different methods of policing: community policing (in which the police and the community work together) and the “broken windows” or “zero tolerance” approach (which aggressively polices minor infractions—such as loitering—to deter more serious crime). Police, Power, and the Production of Racial Boundaries also explores the history of the area to explain how Cadillac-Corning became viewed by outsiders as a “violent neighborhood” and how the city’s first gang injunction—a restraining order aimed at alleged gang members—solidified this negative image. As a result, Muñiz shows, Cadillac-Corning and other sections became a test site for repressive practices that eventually spread to the rest of the city.
