This book examines the impact that decentralisation reforms, initiated in the early 1990s, have had on small towns in India. It specifically focuses on small towns in Uttar Pradesh, one of the most densely populated and poorest states in India. Although considered home to one of the oldest urban civilisations, India remains one of the least urbanised regions in the world. At the same time, the country has many million-strong metropolises that are among the world’s largest megacities, as well as a multitude of small and medium-sized towns and cities. This paradoxical urbanisation, against a backdrop of reforms, has interested the scientific community to gain a more nuanced understanding of the changes and challenges involved. This book analyses an urban environment often overlooked by researchers and public authorities, namely, that of small towns. These towns are of vital importance as this is where the bulk of future urban development will take place. However, decades after implementation of the reforms, the majority of reviews and assessments have focused on large cities and so the impacts of the reform on small towns are still poorly understood. This book includes extensive primary data about political, technical and financial municipal issues in small towns of northern India and, is therefore, of interest to students, researchers and planners working on urban and regional studies in the global South.

This volume decentres the view of urbanisation in India from large agglomerations towards smaller urban settlements. It presents the outcomes of original research conducted over three years on subaltern processes of urbanization. The volume is organised in four sections. A first one deals with urbanisation dynamics and systems of cities with chapters on the new census towns, demographic and economic trajectories of cities and employment transformation. This book charts the history of artisan production and marketing in the Bombay Presidency from 1870 to 1960. While the textile mills of western India's biggest cities have been the subject of many rich studies, the role of artisan producers located in the region's small towns have been virtually ignored. Based upon extensive archival research as well as numerous interviews with participants in the handloom and powerloom industries, this book explores the role of weavers, merchants, consumers and laborers in the making of what the author calls 'small-town capitalism'. By focusing on the politics of negotiation and resistance in local workshops, the book challenges conventional narratives of industrial change. The book provides the first in-depth work on the origins of powerloom manufacture in South Asia. The book examines India s experience with poverty reduction in a period of rapid economic growth. Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.

It has been often said, even by dispassionate observers, that our economic policies built on ideological considerations and economic assumptions are far removed from the realities of our situation. For more than three decades, we have been striving to design an economic policy and a planning procedure that are distinctly Indian, but the effort has often resulted in only mixing and merging borro wed ideas and experiences. However, whatever may have been the ideological elements influencing the thinking on economic policies in the formative period of the pre-independence days, the situation has changed considerably in the actual formation of economic policies since Independence, and the effort has been not to be too closely identified with any ideology, but to work out a policy that will draw upon all these ideological positions. To what extent we have succeeded, required a detailed examination. Accordingly, I brought out, a few years ago, a treatise on 'India's Economic Policies' which continues to be extremely popular, with the inteIlec tual elite, the world over. In this, the learned contributors, dwelt at length on the different aspects of India's Economic Policies from 1947-77, and brought out the strength and weaknesses of the Indian economic scene. The present work on 'India's Economic Development Strategies' is born out of the conviction that what India needs now is a set of strategies, which are a consistent set of policies, and that there is an urgent need for the same in Indian Planning.
