Many of the pesticides applied to food crops in this country are present in foods and may pose risks to human health. Current regulations are intended to protect the health of the general population by controlling pesticide use. This book explores whether the present regulatory approaches adequately protect infants and children, who may differ from adults in susceptibility and in dietary exposures to pesticide residues. The committee focuses on four major areas: Susceptibility: Are children more susceptible or less susceptible than adults to the effects of dietary exposure to pesticides? Exposure: What foods do infants and children eat, and which pesticides and how much of them are present in those foods? The pesticides diazinon, glyphosate and malathion were evaluated at the Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues (JMPR) held in May 2016. This followed a recommendation that they be re-evaluated due to public health concerns identified by the International Agency for Research on Cancer (IARC) and the availability of a number of new studies. The meeting reviewed epidemiological, toxicological and related data in order to establish acceptable daily intakes (ADIs) and acute reference doses (ARfDs) of the pesticides for humans. It also estimated dietary exposures (both short- and long-term) to the pesticides reviewed and performed related dietary risk assessments.

The Meeting was held in pursuance of recommendations made by previous Meetings and accepted by the governing bodies of FAO and WHO that studies should be undertaken jointly by experts to evaluate possible hazards to humans arising from the occurrence of pesticide residues in foods. During the meeting the FAO Panel of Experts was responsible for reviewing pesticide use patterns (use of good agricultural practices), data on the chemistry and composition of the pesticides and methods of analysis for pesticide residues and for estimating the maximum residue levels that might occur as a result of the use of the pesticides according to good agricultural use practices. The WHO Core Assessment Group was responsible for reviewing toxicological and related data and for estimating, where possible and appropriate, acceptable daily intakes (ADIs) and acute reference doses (ARfDs) of the pesticides for humans. This report contains information on ADIs, ARfDs, maximum residue levels, and general principles for the evaluation of pesticides. The recommendations of the Joint Meeting, including further research and information, are proposed for use by Member governments of the respective agencies and other interested parties.

The FAO Panel Members met in preparatory sessions from 12 to 16 September. The Meeting evaluated 30 pesticides, including eight new compounds and three compounds that were re-evaluated for toxicity or residues, or both, within the periodic review programme of the Codex Committee on Pesticide Residues (CCPR). The Meeting established ADIs and ARfDs, estimated maximum residue levels and recommended them for use by CCPR, and estimated supervised trials median residue (STMR) and highest residue (HR) levels as a basis for estimating dietary exposures. The Meeting also estimated the dietary exposures (both acute and long-term) to the pesticides reviewed and, on this basis, performed a dietary risk assessment in relation to the relevant ADI and where necessary the ARfD. Cases in which ADIs or ARfDs may be exceeded, if they occur, are clearly indicated in order to facilitate the decision-making process by CCPR.

This volume of the IARC Monographs provides evaluations of the carcinogenicity of some organophosphate insecticides and herbicides, including diazinon, glyphosate, malathion, parathion, and tetrachlorvinphos. Diazinon acts on a wide range of insects on crops, gardens, livestock, and pets, but most uses have been restricted in the USA, Canada, and the European Union since the 1980s. Glyphosate is the most heavily used agricultural and residential herbicide in the world, and has been detected in soil, air, surface water, and groundwater, as well as in food. Malathion is one of the oldest and most widely used organophosphate insecticides, and has a broad spectrum of applications in agriculture and public health, notably mosquito control. The insecticide parathion has been largely banned or restricted throughout the world due to toxicity to wildlife and humans. Tetrachlorvinphos is banned in the European Union, but continues to be used in the USA and elsewhere as an insecticide on animals, including in pet flea collars. The IARC Monographs Working Group reviewed epidemiological evidence, animal bioassays, and mechanistic and other relevant data to reach conclusions as to the carcinogenic hazard to humans of these agents.
