This revision-- Changes responsibilities for audit resolution and adds responsibilities for Program Executive Officers and Program Managers (chap 1). Adds responsibilities and procedures for releasing command reply process documents on USAAA reports and for releasing documents to GAO (chap 1). Adds reporting requirements by inspectors general, internal review offices, U.S. Army Corps of Engineers, U.S. Army Criminal Investigation Command, and USAAA for the DOD Inspector General Semiannual Report to the Congress (chap 7).
