Pavement deterioration is one of the most important driver for prioritizing pavement management and preservation (PMP) projects. The primary goal of this thesis is to provide reasonable predictive functions from multiple linear regression (MLR) models and artificial neural networks (ANN) that can be adopted by Kentucky Transportation Cabinet (KYTC). Furthermore, we use analytic hierarchy process (AHP) to design a composite pavement distress index in order to help Kentucky Transportation Cabinet (KYTC) prioritizing PMP projects based on 11 different distress indices. Numerical results show that the MLR models provide relatively high R square values of approximately 0.8. Both MLR and ANN models have small average squared errors (ASE). Finally, for all nine distress indices studied in this thesis, MRL models are recommended to KYTC due to their simplicity, interpretability along with robust performance that is comparable to the ANN model. Finally, a priority rating method is developed using analytical hierarchy process and it integrates 11 pavement distress indices into one priority score. A case study shows that the propose AHP-based rating method overcomes the drawback of KYTC's current rating system for overemphasizing the international roughness index (IRI) among all distress indices.

Every agency responsible for the maintenance of roadway systems faces the problem of insufficient funding to perform all of the necessary repairs on all pavement sections. Therefore, highway agencies must adopt a pavement management system (PMS) to help set priorities. The PMS includes a method for evaluating pavement performance on a routine basis and identifying sections with a need for rehabilitation or maintenance. A comprehensive evaluation of a pavement section should include surface friction, structural adequacy, pavement distress and roughness. Due to the prohibitive costs, surface friction and structural adequacy are not commonly used in the United States as part of the routine inspection procedure for pavements. Many states in the U.S. use a pavement rating system that is based solely on visible surface distresses, while others use an index based on ride quality alone, to perform the regular evaluation of pavements and to select projects for rehabilitation or maintenance. Some states use a combination of distress and ride quality. The Ohio Department of Transportation (ODOT) utilizes the Pavement Condition Rating (PCR), which is based on surface distress, for project selection. Studies show that pavement roughness is the most important issue for customer satisfaction followed by distress. Roughness may also lead to increased deterioration rates, which in turn increase the severity of the roughness. This report outlines the development of a new performance index for pavements that incorporates aspects of ride quality together with surface distress, for possible adoption by ODOT. The proposed index is called the Pavement Quality Index (PQI). The PQI does not require any new measurements or methods; rather, it simply utilizes procedures that are already in place and well established in Ohio. The PQI is an amalgam of the PCR and the International Roughness Index (IRI). The new composite performance index is expected to result in an increase in user satisfaction with highway systems, together with improved decision-making in the pavement management process.

Pavement management systems and performance prediction modeling tools are essential for maintaining an efficient and cost effective roadway network. One indicator of pavement performance is the International Roughness Index (IRI), which is a measure of ride quality and also impacts road safety. Many transportation agencies use IRI to allocate annual maintenance and rehabilitation strategies to their road network. The objective of the work in this study was to develop a methodology to evaluate and predict pavement roughness over the pavement service life. Unlike previous studies, a unique aspect of this work was the use of non-linear mathematical function, sigmoidal growth function, to model the IRI data and provide agencies with the information needed for decision making in asset management and funding allocation. The analysis included data from two major databases (case studies): Long Term Pavement Performance (LTPP) and the Minnesota Department of Transportation MnROAD research program. Each case study analyzed periodic IRI measurements, which were used to develop the sigmoidal models.The analysis aimed to demonstrate several concepts; that the LTPP and MnROAD roughness data could be represented using the sigmoidal growth function, that periodic IRI measurements collected for road sections with similar characteristics could be processed to develop an IRI curve representing the pavement deterioration for this group, and that pavement deterioration using historical IRI data can provide insight on traffic loading, material, and climate effects. The results of the two case studies concluded that in general, pavement sections without drainage systems, narrower lanes, higher traffic, or measured in the outermost lane were observed to have more rapid deterioration trends than their counterparts. Overall, this study demonstrated that the sigmoidal growth function is a viable option for roughness deterioration modeling. This research not only to demonstrated how historical roughness can be modeled, but also how the same framework could be applied to other measures of pavement performance which deteriorate in a similar manner, including distress severity, present serviceability rating, and friction loss. These sigmoidal models are regarded to provide better understanding of particular pavement network deterioration, which in turn can provide value in asset management and resource allocation planning.

Longitudinal joints of concrete pavements constitute essential elements in the overall functionality and performance of the pavement system. The noticeable deterioration of these joints on some of Kansas highways lead to performing a preliminary study in order to determine the severity of the problem and analyze the design and construction issues that might have contributed to the observed damage. Data was collected from 31 sections of interstate highway in the Kansas City, Kansas metropolitan area. Parameters such as the age of the pavement and sealant, accumulated volumes of total and heavy traffic, type of joint, slab length, slab thickness, concrete strength, steel reinforcement, etc. were analyzed in relation to the observed spalling of the longitudinal joints. The variation of these parameters, with the spalling measures presented in this report, was studied.
