The author of this study of policymaking in postwar Japan contends that the prevailing perceptions of the subject advanced to date are inadequate. Professor Pempel identifies three distinct patterns of policymaking within Japan's current system of hegemonic pluralism. One of these, "policymaking by camp conflict, "is associated with broad, highly emotional, ideological issues that polarize political forces and that are resolved only after widely publicized battles in the Diet, the media, and the streets. A second pattern, "incremental policymaking, "involves nonideological problems that are settled largely through bureaucratic procedures almost totally removed from public scrutiny. A third pattern, "pressure group policymaking, "pits a limited number of special interest groups against one or more government agencies; this process is less conflictual and public than camp conflict, but more visible and antagonistic than incremental policymaking.

This book evaluates the impact of the 2001 central government reforms on effective foreign policy making in Japan. It puts a special focus on the evolution of the domestic institutional factors and decision-making processes behind Japan’s foreign policy, while also analyzing the development of Japan’s external relations with various other countries, such as the US, China and North Korea. Adhering to the neoclassical realist approach, the authors show that, thanks to a more independent Kantei-based form of diplomacy, Japan’s prime ministers were able to strategically respond to international developments, and to pursue their own diplomatic endeavors more boldly. At the same time, they demonstrate that the effectiveness of this proactive posture was still heavily dependent on the decision-makers’ ability to form cohesive coalitions and select suitable institutional tools, which enabled them to influence domestic and international affairs.

Japan is aging rapidly, and its government has been groping with the implications of this profound social change. In a pioneering study of postwar Japanese social policy, John Creighton Campbell traces the growth from small beginnings to an elaborate and expensive set of pension, health care, employment, and social service programs for older people. He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state." Despite the big differences in cultural values, social arrangements, economic priorities, and political control, government responsibility for the "aging-society problem" is broadly similar to that in advanced Western nations. However, Campbell's account of how Japan has taken on that responsibility raises new issues for our understanding of both Japanese politics and theories of the welfare state.
