This book examines the process of presidentialisation of political parties in the Western Balkans. The Western Balkan countries deserve to be analysed in a comparative perspective due to their distinctive features in terms of processes of democratization, forms of government and institutional assets, the presence of social cleavages (religious, linguistic, ethnic), and, of course, the nature of political parties which differs from other European cases, especially in terms of origins, organization and structure. However, Western Balkan political parties do show certain similarities with other West European cases where power is centralised and held by the parties’ leadership. The book ultimately attempts to test whether and to what extent the influence of institutional variables affects the level of presidentialisation of political parties, also considering the parties’ organization features.

This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. Since the end of the Cold War there have been a number of cases where the democratization process has been turbulent, or even violent. Addressing electoral violence, its evolution and impact in the Western Balkans, this book explores the conflict logic of election and tries to understand its basic patterns. Two decades of electoral competition in the region are analysed to identify an interesting evolution of electoral violence in terms of forms, actors, motivations and dynamics. Functioning of political parties and electoral campaigns is determined by internal legal norms and by international acts. Legal regulation of political party financing and electoral campaigns is one of the key factors to ensure a fair and objective electoral process. These funding within a country must be transparent, regardless of the level of social, political, economic, cultural development, etc. Western Balkan countries have regulated this issue in their own way. In Bosnia and Herzegovina, the relationship between public and private financing of political parties and electoral campaigns is not clearly regulated. On the other hand, in Croatia, the expenditures of services in electoral campaigns are not clearly regulated. In Kosovo, the funding of political parties and electoral campaigns is made by the political force that the political party had in the previous elections. In Serbia to cover election spending, the state allocates the sum of 0.07%. In Montenegro and Macedonia, these funds are more precise. Otherwise, in Albania the funding of electoral campaigns is determined by the Electoral Code. The main purpose of this research is to analyze and evaluate political parties and electoral campaigns in Western Baltic. The methodology used in this study is comparative research as it covers countries in Balkans. Through this research we conclude that state bodies in these countries need to do more to increase the transparency of these financial expenses and punish those who exceed legal limits.

Less than two decades after the Yugoslav Wars ended, the edifice of parliamentary government in the Western Balkans is crumbling. This collapse sets into sharp relief the unreformed authoritarian tendencies of the region's entrenched elites, many of whom have held power since the early 1990s, and the hollowness of the West's "democratization" agenda. There is a widely held assumption that institutional collapse will precipitate a new bout of ethnic conflict, but Mujanovic argues instead that the Balkans are on the cusp of a historic socio-political transformation. Drawing on a wide variety of sources, with a unique focus on local activist accounts, he argues that a period of genuine democratic transition is finally dawning, led by grassroots social movements, from Zagreb to Skopje. Rather than pursuing ethnic strife, these new Balkan revolutionaries are confronting the "ethnic entrepreneurs" cemented in power by the West in its efforts to stabilise the region since the mid-1990s. This compellingly argued book harnesses the explanatory power of the striking graffiti scrawled on the walls of the ransacked Bosnian presidency during violent anti-government protests in 2014: 'if you sow hunger, you will reap fury'.

The National Politics of EU Enlargement in the Western Balkans examines the way in which a number of European Union member states, including Germany and France, formulate their policies towards enlargement in the Western Balkans. The six countries of the Western Balkans – Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia – are on course to become the next members of the European Union. Ideological differences among political parties result in consistently different understandings of the national interest, Brian C. Rathbun shows. These differences between parties are critical as major international events unfold. In the first comprehensive treatment of the effects of partisan politics in foreign affairs, Rathbun examines domestic party disagreements across the 1990s in Britain, France, and Germany regarding humanitarian interventions and the creation of a European Union security force. The different reactions of the left and the right in the Western European nations had, for example, profound implications for the resolution of conflicts in Bosnia and Kosovo. Rathbun argues that leftist parties, compared to their rightist counterparts, believe less in the efficacy of force, are more willing to rely on multilateral cooperation to realize their goals, and have a broader conception of the national interest that includes the promotion of human rights abroad. Cultural factors, such as a nation's unique history with the use of force, do not constrain partisan debate but rather make particular issues controversial and help parties resolve value conflicts. Partisan Interventions is based on interviews with dozens of senior party and government officials. Rathbun draws on the experiences of former foreign and defense ministers, heads of the armed services, ambassadors to the United Nations and NATO, and party spokespersons on foreign and defense policy.
