Sweden has often been described as a democratic forerunner, with one of the world's most stable party systems and with a well-functioning parliamentary system. However, the political landscape in Sweden has undergone a rapid change in recent years. The institutions of the political system – not least political parties – appear from a historical perspective to have become partly dysfunctional. The previously stable party system has become unstable. Consequently, it has become more difficult to form governments, and more difficult for governments to govern. The famous culture of consensus has been replaced by a harsher and more confrontational political climate; the tone in political debate has become more aggressive. During the so-called `golden age' of the party system, which lasted for a few decades from the middle of the twentieth century, parties could successfully mobilize broad and well-defined social interests with strong collective identities. Now, other conditions apply that have dramatically changed the role of parties in the democratic process. Parties have gone from being member-based popular movements to becoming professionalized voter-orientated campaign machines. Short-sightedness and a focus on median voters mean that the established parties have become increasingly similar, and populist parties have had great success in recent decades as a consequence. Since the original edition of Dynamics of the Party System was published in 1973, American politics have continued on a tumultuous course. In the vacuum left by the decline of the Democratic and Republican parties, single-interest groups have risen and flourished. Protest movements on the left and the New Right at the opposite pole have challenged and divided the major parties, and the Reagan Revolution--in reversing a fifty-year trend toward governmental expansion--may turn out to have revolutionized the party system too. In this edition, as in the first, current political trends and events are placed in a historical and theoretical context. Focusing upon three major realignments of the past--those of the 1850s, the 1890s, and the 1930s--Sundquist traces the processes by which basic transformations of the country's two-party system occur. From the historical case studies, he fashions a theory as to the why and how of party realignment, then applies it to current and recent developments, through the first two years of the Reagan presidency and the midterm election of 1982. The theoretical sections of the first edition are refined in this one, the historical sections are revised to take account of recent scholarship, and the chapters dealing with the postwar period are almost wholly rewritten. The conclusion of the original work is, in general, confirmed: the existing party system is likely to be strengthened as public attention is again riveted on domestic economic issues, and the headlong trend of recent decades toward political independence and party disintegration reversed, at least for a time.

At the national level, political parties play an important role in making representative democracy work. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Political party organizations play large roles in democracies, yet their organizations differ widely, and their statutes change much more frequently than constitutions or electoral laws. Democracy is in decline and the share of world's population living in freedom under democratic government has decreased considerably as authoritarian practices proliferate.
