Just as its mission has become more urgent, it is being undermined as colleges and universities find themselves trapped in a fiscal crisis that threatens their very institutional viability—a crisis in large part brought about by the very perpetuation of economic and racial inequity, and the consequent erosion of consensus about civic purpose and vision.This book argues that higher education can and must again take leadership in promoting the participatory processes and instilling the democratic values needed to build a vibrant and fair society. Scholars regard the March on Washington Movement (MOWM) as a forerunner of the postwar Civil Rights movement. Led by the charismatic A. Philip Randolph, MOWM scored an early victory when it forced the Roosevelt Administration to issue a landmark executive order that prohibited defense contractors from practicing racial discrimination. Winning the War for Democracy: The March on Washington Movement, 1941-1946 recalls that triumph, but also looks beyond Randolph and the MOWM's national leadership to focus on the organization's evolution and actions at the local level. Using personal papers of MOWM members such as T.D. McNeal, internal government documents from the Roosevelt administration, and other primary sources, David Lucander highlights how local affiliates fighting for a double victory against fascism and racism helped the national MOWM accrue the political capital it needed to effect change. Lucander details the efforts of grassroots organizers to implement MOWM's program of empowering African Americans via meetings and marches at defense plants and government buildings and, in particular, focuses on the contributions of women activists like Layle Lane, E. Pauline Myers, and Anna Arnold Hedgeman. Throughout he shows how local activities often diverged from policies laid out at MOWM's national office, and how grassroots participants on both sides ignored the rivalry between Randolph and the leadership of the NAACP to align with one-another on the ground.

How Western donor assistance can both help and undermine democracy in different parts of the world Democracy promotion is a central pillar of the foreign policy of many states, but the results are often disappointing. In Promoting Democracy, Manal A. Jamal examines why these efforts succeed in some countries, but fail in others. A former journalist and researcher in the Palestinian territories, she offers an up-close perspective of the ways in which Western donor funding has, on one hand, undermined political participation in cases such as the Palestinian territories, and, on the other hand, succeeded in bolstering political engagement in cases such as El Salvador. Based on five fieldwork trips and over 150 interviews with grassroots activists, political leaders, and directors and program officers in donor agencies and NGOs, Jamal brings into focus an often-overlooked perspective: the experiences of those directly affected by this assistance. Promoting Democracy makes an important and timely argument about how political settlements ultimately shape democracy promotion efforts, and what political choices Western state sponsored donors can make to maximize successful outcomes in different contexts across the world.
