For several decades, Mexican immigrants in the United States have outnumbered those from any other country. Though the economy increasingly needs their labor, many remain unauthorized. In Parents Without Papers, immigration scholars Frank D. Bean, Susan K. Brown, and James D. Bachmeier document the extent to which the outsider status of these newcomers inflicts multiple hardships on their children and grandchildren. Parents Without Papers provides both a general conceptualization of immigrant integration and an in-depth examination of the Mexican American case. The authors draw upon unique retrospective data to shed light on three generations of integration. They show in particular that the “membership exclusion” experienced by unauthorized Mexican immigrants—that is, their fear of deportation, lack of civil rights, and poor access to good jobs—hinders the education of their children, even those who are U.S.-born. Moreover, they find that children are hampered not by the unauthorized entry of parents itself but rather by the long-term inability of parents, especially mothers, to acquire green cards. When unauthorized parents attain legal status, the disadvantages of the second generation begin to disappear. These second-generation men and women achieve schooling on par with those whose parents come legally. By the third generation, socioeconomic levels for women equal or surpass those of native white women. But men reach parity only through greater labor-force participation and longer working hours, results consistent with the idea that their integration is delayed by working-class imperatives to support their families rather than attend college. An innovative analysis of the transmission of advantage and disadvantage among Mexican Americans, Parents Without Papers presents a powerful case for immigration policy reforms that provide not only realistic levels of legal less-skilled migration but also attainable pathways to legalization. Such measures, combined with affordable access to college, are more important than ever for the integration of vulnerable Mexican immigrants and their descendants.

The children of immigrants continue a journey begun by their parents. Born or raised in the United States, this second generation now stands over 20 million strong. In this insightful new book, immigration scholars Renee Luthra, Thomas Soehl, and Roger Waldinger provide a fresh understanding the making of the second generation, bringing both their origins and destinations into view. Using surveys of second generation immigrant adults in New York and Los Angeles, Origins and Destinations explains why second generation experiences differ across national origin groups and why immigrant offspring with the same national background often follow different trajectories. Inter-group disparities stem from contexts of both emigration and immigration. Origin countries differ in value orientations: immigrant parents transmit lessons learned in varying contexts of emigration to children raised in the U.S. A system of migration control sifts immigrants by legal status, generating a context of immigration that favors some groups over others. Both contexts matter: schooling is higher among immigrant children from more secular societies (South Korea) than among those from more religious countries (the Philippines). When immigrant groups enter the U.S. migration system through a welcoming door, as opposed to one that makes authorized status difficult to achieve, education propels immigrant children to better jobs. Diversity is also evident among immigrant offspring whose parents stem from the same place. Immigrant children grow up with homeland connections, which can both hurt and harm: immigrant offspring get less schooling when a parent lives abroad, but more schooling if parents in the U.S. send money to relatives living abroad. Though all immigrants enter the U.S. as non-citizens, some instantly enjoy legal status, while others spend years in the shadows. Children born abroad, but raised in the U.S. are all everyday Americans, but only some have become de jure Americans, a difference yielding across-the-board positive effects, even among those who started out in the same country. Disentangling the sources of diversity among today’s population of immigrant offspring, Origins and Destinations provides a compelling new framework for understanding the second generation that is transforming America.

The fight over immigration reform and immigrants’ rights in the U.S. has been marked by sharp swings in both public sentiment and official enforcement. In 2006, millions of Latino immigrants joined protests for immigration reform. Deferred Action for Childhood Arrivals, a policy granting work permits and protection from deportation to undocumented immigrants who entered the country before age 16, was enacted in 2012, despite a sharp increase in deportations during the Bush and Obama administrations. The 2016 election of Donald J. Trump prompted a surge in anti-immigrant sentiment which threatened DACA and other progressive immigration policies. In Holding Fast, political scientists James McCann and Michael Jones-Correa investigate whether and how these recent shifts have affected political attitudes and civic participation among Latino immigrants. ​ Holding Fast draws largely from a yearlong survey of Latino immigrants, including both citizens and noncitizens, conducted before and after the 2016 election. The survey gauges immigrants’ attitudes about the direction of the country and the emotional underpinnings of their political involvement. While survey respondents expressed pessimism about the direction of the United States following the 2016 election, there was no evidence of their withdrawal from civic life. Instead, immigrants demonstrated remarkable resilience in their political engagement, and their ties to America remained robust. McCann and Jones-Correa examine Latino immigrants’ trust in government as well as their economic concerns and fears surrounding possible deportations of family members and friends. They find that Latino immigrants who were concerned about the likelihood of deportation were more likely to express a lack of trust in government. Concerns about personal finances were less salient. Disenchantment with the U.S. government did not differ based on citizenship status, length of stay in America, or residence in immigrant-friendly states. Foreign-born Latinos who are naturalized citizens shared similar sentiments to those with fewer political rights, and immigrants in California, for example, express views similar to those in Texas. Addressing the potential influence immigrant voters may wield in in the coming election, the authors point to signs that the turnout rate for naturalized Latino immigrant may be higher than that for Latinos born in the United States. The authors further underscore the importance of the parties' platforms and policies, noting the still-tenuous nature of Latino immigrants’ affiliations with the Democratic Party. Holding Fast outlines the complex political situation in which Latino immigrants find themselves today. Despite well-founded feelings of anger, fear, and skepticism, in general they maintain an abiding faith in the promise of American democracy. This book provides a comprehensive account of Latino immigrants’ political opinions and a nuanced, thoughtful outlook on the future of Latino civic participation. In Stagnant Dreamers, sociologist and social policy expert María Rendón follows 42 young men from two high-poverty Los Angeles neighborhoods as they transition into adulthood. Based on in-depth interviews and ethnographic observations with them and their immigrant parents, Stagnant Dreamers describes the challenges they face coming of age in the inner city and accessing higher education and good jobs, and demonstrates how family-based social ties and community institutions can serve as buffers against neighborhood violence, chronic poverty, incarceration, and other negative outcomes. Neighborhoods in East and South Central Los Angeles were sites of acute gang violence that peaked in the 1990s, shattering any romantic notions of American life held by the immigrant parents. Yet, Rendón finds that their children are generally optimistic about their life chances and determined to make good on their parents’ sacrifices. Most are strongly oriented towards work. But despite high rates of employment, most earn modest wages and rely on kinship networks for labor market connections. Those who made social connections outside of their family and neighborhood contexts, more often found higher quality jobs. However, a middle-class lifestyle remains elusive for most, even for college graduates. Rendón debunks fears of downward assimilation among second-generation Latinos, noting that most of her subjects were employed and many had gone on to college. She questions the ability of institutions of higher education to fully integrate low-income students of color. She shares the story of one Ivy League college graduate who finds himself working in the same low-wage jobs as his parents and peers who did not attend college. Ironically, students who leave their neighborhoods to pursue higher education are often the most exposed to racism, discrimination, and classism. Rendón demonstrates the importance of social supports in helping second-generation immigrant youth succeed. To further the integration of second-generation Latinos, she suggests investing in community organizations, combating criminalization of Latino youth, and fully integrating them into higher education institutions. Stagnant Dreamers presents a realistic yet hopeful account of how the Latino second generation is attempting to realize its vision of the American dream.

Moore When boxes of original files from a 1965 survey of Mexican Americans were discovered behind a dusty bookshelf at UCLA, sociologists Edward Telles and Vilma Ortiz recognized a unique opportunity to examine how the Mexican American experience has evolved over the past four decades. Telles and Ortiz located and re-interviewed most of the original respondents and many of their children. Then, they combined the findings of both studies to construct a thirty-five year analysis of Mexican American integration into American society. Generations of Exclusion is the result of this extraordinary project. Generations of Exclusion measures Mexican American integration across a wide number of dimensions: education, English and Spanish language use, socioeconomic status, intermarriage, residential segregation, ethnic identity, and political participation. The study contains some encouraging findings, but many more that are troubling. Linguistically, Mexican Americans assimilate into mainstream America quite well—by the second generation, nearly all Mexican Americans achieve English proficiency. In many domains, however, the Mexican American story doesn't fit with traditional models of assimilation. The majority of fourth generation Mexican Americans continue to live in Hispanic neighborhoods, marry other Hispanics, and think of themselves as Mexican. And while Mexican Americans make financial strides from the first to the second generation, economic progress halts at the second generation, and poverty rates remain high for later generations. Similarly, educational attainment peaks among second generation children of immigrants, but declines for the third and fourth generations. Telles and Ortiz identify institutional barriers as a major source of Mexican American disadvantage. Chronic under-funding in school systems predominately serving Mexican Americans severely restrains progress. Persistent discrimination, punitive immigration policies, and reliance on cheap Mexican labor in the southwestern states all make integration more difficult. The authors call for providing Mexican American children with the educational opportunities that European immigrants in previous generations enjoyed. The Mexican American trajectory is distinct—but so is the extent to which this group has been excluded from the American mainstream. Most immigration literature today focuses either on the immediate impact of immigration or what is happening to the children of newcomers to this country. Generations of Exclusion shows what has happened to Mexican Americans over four decades. In opening this window onto the past and linking it to recent outcomes, Telles and Ortiz provide a troubling glimpse of what other new immigrant groups may experience in the future.

This book explores the lives of five Mexican immigrant-origin youths in the United States, documenting their language and literacy journeys over an eight-year period from adolescence to young adulthood. In these qualitative case studies, the author uses a “longitudinal interactional histories approach” (LIHA) to explore literacy events in which the young people participated over time, telling the stories behind texts they created in order to better understand opportunities for bilingual and biliterate development available inside and outside of formal schooling.
