The Pinellas Plant is a government-owned facility operated for the US Department of Energy (DOE) by the GE Neutron Devices (GEND). The plant's work force is approximately 1700 employees is engaged in the design, development and manufacture of special electronic and mechanical nuclear weapon components. The environmental monitoring programs maintained by the Pinellas Plant are designed to: determine the efficiencies of treatment and control mechanisms for environmental releases, provide measurements of discharge concentrations for comparison with applicable standards, assess the concentrations of these discharges in the on-site and off-site environment, and provide a data base for computer programs to calculate the potential dose to the public resulting from the operation of the Pinellas Plant. The environmental effects of radiological and nonradiological effluents from the operation of the Pinellas Plant have been demonstrated to be significant. This is the 1989 Site Environmental Report (SER) for the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. The WIPP is a government owned and contractor-operated facility. The WIPP project is operated by Westinghouse Electric Corporation for the US Department of Energy (DOE). The mission of the WIPP is to provide a research and development facility to demonstrate the safe disposal of transuranic (TRU) waste generated by the defense activities of the US Government. This report provides a comprehensive description of environmental activities at the WIPP during calendar year 1989. The WIPP facility will not receive waste until all concerns affecting opening the WIPP are addressed to the satisfaction of the Secretary of Energy.
