Book Description
With the range of security challenges confronting the United States in the 21st century, characterized by competition by both state and nonstate actors, the importance of working with allies and partners to address common challenges is paramount. Deeper examination of the relative effectiveness of U.S. security sector assistance and how it must nest in a broader foreign policy strategy, including good governance, human rights, and rule of law principles, is required. Improving oversight and accountability in U.S. security sector assistance with partners are at the core of ongoing security assistance reform efforts to ensure that U.S. foreign policy objectives are met and in accordance with U.S. interests and values. This report examines key areas in security sector programming and oversight where the U.S. Departments of Defense and State employ accountability mechanisms, with the goal of identifying ways to sharpen and knit together mechanisms for improving accountability and professionalism into a coherent approach for partner countries.

Book Description
Since the enactment of the FY 2017 NDAA reforms to the SSA enterprise, DoD, and DoS have taken significant strides to improve planning and to establish structures and processes for better prioritization, alignment, management, and workforce development. The next phase of reforms must focus on the integration of oversight and accountability measures across planning, operations, training, and policy and doctrine functions. The scope of this study focused on the execution of SSA via DoD, with fewer ndings and recommendations for DoS. Future study should include a deeper examination of the reforms and integration necessary at DoS and in the broader SSA enterprise, including justice and law enforcement agencies, as well as how U.S. partners incorporate and design their own oversight and accountability for SSA.

Book Description
The U.S. government seeks to advance human rights when it provides security assistance to foreign countries. Such assistance includes DOD– and State–supported human rights and international humanitarian law training for foreign security forces. The NDAA for Fiscal Year 2017 consolidated multiple capacity building authorities, now codified at 10 U.S.C. § 333. DOD implements most U.S. human rights training for foreign security forces. This report, among other objectives, (1) describes the entities through which DOD and State provide such training, (2) assesses the extent to which DOD and State track the provision of and funding for such training, and (3) examines the extent to which DOD and State have evaluated the effectiveness of the training. GAO is making three recommendations, including that the Secretary of Defense establish a process to systematically track mandated human rights training and develop a timeline for implementing monitoring and evaluation. GAO also recommends that the Secretary of State develop a plan with a timeline to monitor and evaluate such training.

Book Description
Untangling the Web: A Blueprint for Reforming American Security Sector Assistance describes the main failures in the system and sets out immediate steps the next administration can take to improve how the U.S. government plans, coordinates, and executes its security-related assistance. This would significantly increase transparency and accountability and link the aid more closely to the human rights, development, and governance outcomes that are essential to U.S. foreign policy interests and national security.

Security Sector Governance and Oversight
Author: Madeline L. England
Publisher:
ISBN:
Category : Armed Forces
Languages : en
Pages : 35
Book Description
Although definitions for security sector governance vary, reform centers around two dimensions that enable effective oversight and accountability of the security and justice sector: 1) an institutional dimension to (re)build transparent mechanisms and processes for security policy, decisions, and practice, and 2) a normative dimension to transform relationships among security and justice providers, governing and oversight bodies, and the general public to embody principles of 'good governance' - transparency, accountability, responsibility, participation, respect for human rights, compliance with international law, and regional peacebuilding. Traditionally, SSG reform efforts targeted support toward two security sector actors: bodies authorized to use force and civil management and oversight bodies. This approach is now widely agreed to be too narrow and state-centric given the importance of justice and rule of law institutions in providing security, the prevalence of non-state security and justice providers, and the need to include civil society for public participation and legitimacy. Therefore this practice note looks at all formal and informal actors with a role in influencing security sector governance.
