Rural counties make up about 80 percent of the land area of the United States, but they contain less than 20 percent of the U.S. population. The relative sparseness of the population in rural areas is one of many factors that influence the health and well-being of rural Americans. Rural areas have histories, economies, and cultures that differ from those of cities and from one rural area to another. Understanding these differences is critical to taking steps to improve health and well-being in rural areas and to reduce health disparities among rural populations. To explore the impacts of economic, demographic, and social issues in rural communities and to learn about asset-based approaches to addressing the associated challenges, the National Academies of Sciences, Engineering, and Medicine held a workshop on June 13, 2017. Rural people and communities continue to play important social, economic and environmental roles at a time in which societies are rapidly urbanizing, and the identities of local places are increasingly subsumed by flows of people, information and economic activity across global spaces. The world has been witnessing a long unfolding process of urbanization that not only has altered the structural basis of society in terms of political economy, but has also symbolically relegated rural people and life to a secondary or deviant status through an ideology of urbanormativity. Both structural and cultural changes rooted in urbanization are connected in complex ways to spatial arrangements that can be described in terms of inequality and uneven development. This book examines the transformations of rural society and economy in the UK and US during the last half-century, and explores the significance of these trends and changes for community sustainability, quality of life and the environment. While both the UK and US are highly urbanised, rural people and communities continue to contribute to national identity, economic development and social solidarity, as well as to environmental quality. Contributors explore the degree to which rural people exhibit agency and autonomy, rather than being merely passive in the face of exogenous forces of change in a globalised world. They also illuminate very different policy approaches to rural policy in two advanced capitalist societies often thought to be similar, and show how fundamental differences in rural policy approaches of the US and the UK are based on different social ideologies and values that shape policies relating to rural areas. This book will help to stimulate transatlantic dialogue on rural scholarship and rural policy analysis, while also contributing to theory and policy development.
