This study focuses on the constraints, adaptations and innovations in the livelihoods of Orma pastoralists. The fieldwork took place with families around Tiltila, Waldena and Kalalani over a period of 9 months in 2007/08. The position of pastoralist peoples in East Africa is characterised by social, political and economic marginalisation, weak land tenure, and declining per capita livestock holdings, while their shrinking grazing lands are widely regarded to be on the front line of climate change, both in terms of climate impacts and biofuel/agribusiness land pressure. The dearth of good quality data on pastoralist populations and livelihoods is widely cited as one of the fundamental barriers to improving the effectiveness of development support in the drylands. This study seeks to address these knowledge gaps for Orma pastoralists, while contributing to the body of theory on pastoralist livelihood dynamics. Data on the effects of wealth, education and food aid on household mobility were analysed using a theory of asset threshold dynamics. An adapted typology of livelihood strategies was developed to interpret and structure the data. Using child mortality as a proxy for respondent health, the impacts of wealth and mobility status on families' health were explored. In the context of an almost total lack of data on community redistribution of food aid, both for the Orma and for East African pastoralists more generally, the study provides empirical data on de facto community food aid allocation patterns. The study also examines a controversial large-scale expropriation of land in Tana River (subsidised under the Kyoto Protocol's Clean Development Mechanism) which will undermine the capacity of Orma pastoralists and other minority groups, to adapt to increased and more extreme environmental variability. In an environment in which enrolment in formal education is very low (particularly for girls), the study found that community nursery schools represent a relatively recent (and thus far undocumented) innovation organised and funded by groups of parents. The data demonstrates unprecedented levels of female enrolment despite cost constraints faced by least wealthy families. It is therefore suggested that incorporation of the community nursery model into the basic literacy element of the proposed national distance learning strategy, offers significant potential for addressing 'Education For All' in Kenya's drylands.

Current paradigms of ‘development’ generally serve mobile pastoralist groups poorly: their visibility in policy processes is minimal, and their mobility is constructed by the powerful as a ‘problem’, rather than as a rational livelihood strategy. Increasingly damaged eco-systems, shrinking natural resources, globalisation and urbanisation all put pressure on pastoralist livelihoods. Such processes often worsen, rather than alleviate, poverty and socio-economic marginalisation among pastoralists, but they also precipitate engagement with forms of education that may improve their future livelihood security and social status, and enhance occupational diversification. Opening with a discussion of how the relationships between education, poverty and development have been conceived in dominant development discourses, this book reviews the disappointing international experience of education provision to mobile pastoralist groups. It highlights a lack of sufficient flexibility and relevance to changing livelihoods and, more fundamentally, education’s conceptual location within a sedentarist paradigm of development that is antagonistic to mobility as a legitimate livelihood strategy. These global themes are examined in India, where policy and practices of education inclusion for mobile, marginalised groups are critiqued. Empirically-based chapters drawing on ethnographic research, provide detailed insights into how the Rabaris of Kachchh – a pastoralist community in Gujarat, Western India – engage with education as a social and economic development strategy for both adults and children, and show how ethnographic and participatory research approaches can be used for policy advocacy for marginalised groups. Livelihoods and Learning highlights the complex, contested and often inconsistent role of education in development and the social construction of poverty, and calls for a critical reappraisal of the notion of ‘education’. Within the context of increased global migration and mobility, education occupies a central role which is being transformed by new human movements and cultural diversity, flows, and networks. Studies under the umbrella terms of migration, mobility, and mobilities reveal the complexity of these concepts. The field of study ranges from global child mobility as a response to poverty, to the reconceptualising of notions of inclusion in relation to pastoralist lifestyles, to the ways in which new offshore institutions and transnational diasporas shape the educational experiences of students, families, and teachers. At the heart of this new research is a need to explore how identity, integration, and social stratification play a role in the story of global migration between and within the Global North and South. This volume focuses on three major themes: poverty, migration, social mobility and social reproduction; networks of migration within and across national education systems; and higher education and international student mobility, and the concerns and opportunities that go along with this mobility. Questions about the origins of human cooperation have long puzzled and divided scientists. Social norms that foster fair-minded behavior, altruism and collective action undergird the foundations of large-scale human societies, but we know little about how these norms develop or spread, or why the intensity and breadth of human cooperation varies among different populations. What is the connection between social norms that encourage fair dealing and economic growth? How are these social norms related to the emergence of centralized institutions? Informed by a pioneering set of cross-cultural data, Experimenting with Social Norms advances our understanding of the evolution of human cooperation and the expansion of complex societies. Editors Jean Ensminger and Joseph Henrich present evidence from an exciting collaboration between anthropologists and economists. Using experimental economics games, researchers examined levels of fairness, cooperation, and norms for punishing those who violate expectations of equality across a diverse swath of societies, from hunter-gatherers in Tanzania to a small town in rural Missouri. These experiments tested individuals’ willingness to conduct mutually beneficial transactions with strangers that reap rewards only at the expense of taking a risk on the cooperation of others. The results show a robust relationship between exposure to market economies and social norms that benefit the group over narrow economic self-interest. Levels of fairness and generosity are generally higher among individuals in communities with more integrated markets. Religion also plays a powerful role. Individuals practicing either Islam or Christianity exhibited a stronger sense of fairness, possibly because religions with high moralizing deities, equipped with ample powers to reward and punish, encourage greater prosociality. The size of the settlement also had an impact. People in larger communities were more willing to punish unfairness compared to those in smaller societies. Taken together, the volume supports the hypothesis that social norms evolved over thousands of years to allow strangers in more complex and large settlements to coexist, trade and prosper. Innovative and ambitious, Experimenting with Social Norms synthesizes an unprecedented analysis of social behavior from an immense range of human societies.
