Book Description
Addressing security challenges posed by weak and failed states will require increasingly demanding military interventions, often over a great distance and prolonged periods of time. As a result of several engagements over the last decade, the U.S. military has gained valuable experience in undertaking stability operations. However, the United States should not be expected to fulfill such operations alone; we must look to our partners and allies to share some of the global responsibility. In this, Europe is unquestionably the most capable and natural U.S. ally. While most U.S. policymakers are familiar with the North Atlantic Treaty Organization, developments in the field of security and defense within the European Union (EU) have thus far received little attention in the United States, despite the EU's increasing importance. One such operation in Africa, Operation EUFOR TCHAD/RCA, provides a look inside the workings of an EU military operation, highlights successes and failures, and draws lessons learned.

Book Description
This book analyzes both NATO’s and the EU’s military crisis management operations and provides an explanation for the fact that it is sometimes NATO, sometimes the EU, and sometimes both international organizations that intervene militarily in a conflict. In detailed case studies on Libya, Chad/Central African Republic, and the Horn of Africa, Claudia Fahron-Hussey shows that the capabilities and preferences of the organizations matter most and the organizations’ bureaucratic actors influence the decision-making process of the member states.

Book Description
The International Responsibility of International Organisations addresses the joint responsibility of organisations for violations of international law committed during the deployment of peacekeeping operations. More specifically, it inquires if and under which circumstances - in terms of the notion of control - international organisations can be jointly responsible. The author analyses the practice of international organisations (the United Nations, NATO, the European Union, the African Union and the Economic Community of West African States) on an inter-institutional level, as well as in the field in the form of five case studies. The likelihood and distribution of responsibility between international organisations engaged in peacekeeping operations is affected by the different layers of applicable primary norms (Security Council mandates, internal law of the organisations, international humanitarian and human rights law). Although external pressure may contribute to enhancing the effectiveness of holding international organisations jointly responsible, any substantial measures and mechanisms can only be implemented with the participation of states and international organisations.
