There have been few, if any, attempts to translate the immense library of academic studies on gender norms for a lay audience, or to illustrate practical ways in which their insights could (and should) be applied. Similarly, there have been few attempts to build the case for gender in diverse fields like health, education, and economic security within a single book, one which also uses an intersectional lens to address issues of race and class. This book not only looks at the impact of rigid gender norms on young people who internalize them, but also shows how the health, educational, and criminal justice systems with which young people interact are also highly gendered systems that relentlessly police and sustain very narrow ideas of masculinity and femininity, particularly among youth. Current treatments of a “gender lens” or “gender analysis” both at home and abroad usually conflate gender with women and/or trans. Gender Norms and Intersectionality shows conclusively how this is both inadequate and wrong-headed. It documents why gender norms must be moved to the center of the discourses aimed at improving life outcomes for at-risk communities. And it does so while acknowledging the insights of queer theorists about bodies, power, and difference. This Brief uses the theory of norm contestation as a model for understanding variation in norm-related behavior in international relations. While most typical approaches to understanding norms view norms as stable structures and actor responses to them as unquestioned, in a global political climate where departures from expected behavior may occur, a more nuanced model is needed. By using a norm contestation framework that highlights norm fluidity and actor agency, this book expands the discussion, providing insight into divergent interpretations of norm violation and compliance and the dynamic nature of norms. The first two chapters introduce the norm contestation model, explain how it contributes to the literature on norm violations, and discuss the reasons for the cases discussed. Chapters Three and Four provide detailed case studies of the mechanisms of norm contestation as they apply to the civilian immunity and non-intervention norms. Chapter Five concludes by reconnecting the norm contestation model to the case studies and describing how it can be applied to norms other than those regulating armed conflict. It also discusses policy implications and avenues for future research. As such, this book will appeal to students and researchers working broadly on issues related to international relations theory, armed conflict, security studies, humanitarianism, human rights, international law, and global governance. This book describes the ways in which married women appeared in legal practice in the medieval Swedish realm 1350-1450, through both the agency of women, and through the norms that surrounded their actions. Since there were no court protocols kept, legal practice must be studied through other sources. For this book, more than 6,000 original charters have been researched, and a database of all the charters pertaining to women created. This enables new findings from an area that has previously not been studied on a larger scale, and reveals trends and tendencies regarding aspects considered central to married women’s agency, such as networks, criminal liability, and procedural capacity.

Time use, or how women and men allocate their time, is an important aspect of empowerment. To build on this area of study, we propose and explore the concept of time-use agency in this paper, which shifts the focus from the amount of time spent on activities to the strategic choices that are made regarding how to allocate time. We draw on 92 interviews from qualitative studies in Benin, Malawi, and Nigeria to explore across contexts the salience of time-use agency as a component of women’s empowerment. Our results indicate that time-use agency is salient among both women and men and dictates how women and men are able to make and act upon strategic decisions related how they allocate their time. Our findings suggest that time-use agency is important for fully understanding empowerment with respect to time use. Importantly, this study highlights the gendered dynamics and barriers women face in exercising their time-use agency. These barriers are tied to and conditioned by social norms dictating how women should spend their time. Women often make tradeoffs throughout any given day with respect to their time, balancing their expected priorities with the barriers or limitations they face in being able to spend any additional time on tasks or activities that further their own strategic goals. Additionally, these results on time-use agency echo similar themes in the literature on gendered divisions of labor, time poverty, and decision-making, but also add new subtleties to this work. For example, we find that women can easily adjust their schedules but must carefully navigate relationships with husbands to be able to attend trainings or take on new income generating activities, results that align with previous findings that women consistently have higher involvement in small decisions compared to large ones. While these themes have been observed previously in studies of women’s empowerment, to our knowledge, our study is the first to connect them to time use and time-use agency. Our study contributes the conceptualization of time-use agency, and the identification of themes relevant to time-use agency, through the emic perspectives of women and men across three diverse settings in Sub-Saharan Africa. As a concept, time-use agency goes beyond measuring time use to understand the gendered dynamics around controlling one’s time use to advance their own strategic goals and highlights any barriers one faces in doing so. It is a particularly relevant concept for interventions that aim to increase (or at least, not diminish) women’s empowerment by promoting women’s involvement in remunerated activities. Although time-use agency, as a concept, has yet to be addressed in women’s empowerment literature. A next step in this area of inquiry is to develop survey indicators on time-use agency, which may reduce bias and cognitively burden compared to existing time use surveys.
