In the light of these new challenges, this paper considers potential problems and constrains in Tokyo’s current strategy and suggests it may not be in Japan’s best interest to continue pursuing them. Finally, alternatives to Japan’s security policy are considered and this paper concludes that no single alternative could replace the U.S.-Japan alliance as an effective security policy in the foreseeable future. Rather, all the alternatives pursued together would potentially lead to an efficacious option, consequently providing Japan’s foreign policy with greater independence from the United States.

This open access book assesses the profound impact of Japan’s aspirations to become a great power on Japanese security, democracy and foreign relations. Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.

Through a discourse analysis of Japanese parliamentary debates, this book explores how different understandings of Japan’s history have led to sharply divergent security policies in the postwar period, whilst providing an explanation for the much-debated security policy changes under Abe Shinzō. Analyzing the ways identities can be constructed through ‘temporal othering,’ as well as ‘spatial othering,’ this book examines the rise of a new form of identity in Japan since the end of the Cold War, one that is differentiated not from prewar and wartime Japan, but from postwar Japan. The champions of this identity, it argues, see the postwar past as a shameful period, characterized by self-imposed military restrictions, and thus the relentless chipping away of these limitations in recent years is indicative of how dominant this identity has become. Exploring how these military restrictions have shifted from being a symbol of pride to a symbol of shame, this book demonstrates the concrete ways in which the past can both enable and constrain policy. Temporal Identities and Security Policy in Postwar Japan will be invaluable to students and scholars of Japanese politics and foreign policy, as well as international relations more generally.

Inauspicious Beginnings shows that at the end of the Cold War many experts in the international community expected a new world order to emerge in which international security institutions - such as the United Nations Security Council and NATO - would play a major role in preventing and ending conflicts. But while the 1990s proved to be a decade of international insecurity and major humanitarian disasters, thus demonstrating the need for a wider and more efficient system of security institutions, the principal powers failed to create them. Instead, the emerging order was marked by the overwhelming power of the United States, which, under the Bush Sr and Clinton administrations, did not see such a system as a necessity. The authors detail how the Bush and Clinton administrations relied on catering to allies and building large coalitions to deal with major international security challenges, while other principal powers were either pre-occupied with their domestic problems or deferred to the United States. As a consequence, on the eve of 11 September 2001 the United Nations Security Council remained an older, outmoded power configuration incapable of responding efficiently to the with novel challenges besetting it. Its relevance has been further questioned by the unilateral occupation of Iraq by the United States.

North Korea’s contemporary relations with Japan have been fraught with tension. Tactics employed by Pyongyang have included abductions of Japanese citizens, missile launches over Japanese territory, intrusions into Japanese sovereign waters, and nuclear tests in defiance of Japanese and international condemnation. In light of the security risk the DPRK poses, this book examines how the state, market, and society in Japan have framed North Korea as a salient evil, and have in turn constructed and manipulated the risks posed by their neighbour. Using the example of Japan’s post-Cold War responses to North Korea, this book studies the concept of risk in international relations, and its interactive relationship with domestic civil society. It focuses on how security risks are identified and re-evaluated by policy makers, mass media, and civil society stakeholders, and in doing so disentangles the complex processes by which Japan has framed and recalibrated risks in response to the DPRK. By exploring how risks identified with Pyongyang’s behaviour towards Japan have been mediated between the state, market, and society via mainstream discourse in Japan, Ra Mason highlights the way in which these processes are causally linked to key actors’ conceptions of risk. Indeed, this book provides an original theoretical framework – distinguishing between risk and traditional threat perceptions – through which to address issues of national security and identity, as well as the norms which inform them.
