In 1974 the Army adopted the Officer Personnel Management System (OPMS). The US Army Concepts Analysis Agency (CAA), at the request of the Office of the Deputy Chief of Staff for Personnel (ODCSPER), Headquarters Department of the Army, developed the Officer Dual Specialty Allocation System (ODSAS), a computer-based system, to assist OPMS managers in satisfying Army officer personnel requirements. The ODSAS-derived solution is driven by requirements associated with any force structure specified by the user. The methodology employed computes the optimum number of officers for allocation to specific OPMS specialty pairings, consistent with the specified force structure requirements. The system treats officer grades from lieutenant through colonel, inclusively, over a period of time (up to 9 years).
