Book Description
Lithuania is experiencing rapid demographic change, with the population ageing and significantly shrinking in recent decades. This trend has put pressure on the provision of public services, especially at the municipal level, and is expected to continue in the coming years. Ongoing efforts are made by Lithuania to improve the delivery of municipal services with the aim to mitigate territorial disparities and foster social inclusion. In this perspective, shared public service provision is viewed as a way to enhance the accessibility, affordability and quality of essential public services. This report provides recommendations and an action plan to address challenges inherent to the legal, fiscal and institutional frameworks for shared municipal service provision in Lithuania, while taking stock of these different challenges. The report also provides two roadmaps for piloting primary healthcare and long-term care services in Tauragė+ functional zone (Jurbarkas, Pagėgiai, Šilalė, Tauragė municipalities) through shared municipal service provision. The report draws lessons from peer country experiences, and in particular Finland, where inter-municipal cooperation has been used successfully for decades.

The European Union and Russia
Author: Tuomas Forsberg
Publisher: Bloomsbury Publishing
ISBN: 1137355352
Category : Political Science
Languages : en
Pages : 344
Book Description
This important text provides readers with a systematic and comprehensive overview of the historic and ever-evolving relationship between Russia and the European Union, and on that basis discusses what the future of relations could look like. The EU's policy towards Russia can be regarded as one of the toughest tests of the credibility of its external relations, and in examining the dynamics of the relationship, this book poses essential questions about the EU's ability to sustain itself as a meaningful entity in world politics. Written by two experts in the field, it analyses the political and institutional development of EU-Russia relations from three perspectives: European studies, Russian studies and International Relations, including Foreign Policy Analysis. The relationship between the European Union and Russia is of considerable importance to both partners, but whilst there have been many moments of co-operation between the two, tensions have never been far from the surface and the conflict over Ukraine brought it to a historical nadir. Both have taken steps to strengthen their relationship, but diplomatic stagnation and the challenge of furthering common economic, political, social, and environmental objectives have proved increasingly testing to relations over time. This important text provides readers with a systematic and comprehensive overview of the historic and ever-evolving relationship between Russia and the European Union, suitable for students at undergraduate and postgraduate levels in European Studies, Russian Studies and International Relations theory.

Learning in the Network Society and the Digitized School
Author: Rune J. Krumsvik
Publisher: Nova Science Pub Incorporated
ISBN: 9781607411727
Category : Education
Languages : en
Pages : 330
Book Description
Learning in the Network Society and the Digitized School is a refereed research anthology focusing on how digitisation of society and school influence communities of practise, pedagogy, didactics, ICT and learning in the 21st century. This has become increasingly important during the digital revolution the last ten years and e.g. in Norway digital literacy have enjoyed a historic rise in their academic status, becoming the fifth core competence to be incorporated in all subjects at all age levels under the new national curriculum. This digitisation of society and school presents opportunities, challenges and dilemmas in the running of schools and the question that arises is to what extent this has any impact on young people's learning as well as students in higher education. The anthology aims to examine these issues from different methodological and theoretical perspectives, based on the overall theme "research meets practise - practise meets research". The anthology consists of 16 chapters with thematic areas as: ICT and personalisation, ICT and creativity, ICT and dialogical approaches, ICT and school development, Digital divides, Situated learning in the Network society, ICT in English-teaching, collaboration in virtual student-settings, ICT and learning, Digital didactics, Adapted education and ICT, and ICT and Pedagogy. The anthology aims to reflect ongoing educational research within these areas in Sweden, Norway and United Kingdom, but the anthology is highly relevant for all other countries dealing with implementation of ICT in education.

The Kaliningrad Challenge
Author: Hanne-Margret Birckenbach
Publisher: LIT Verlag Münster
ISBN: 9783825866501
Category : European Union countries
Languages : en
Pages : 306
Book Description
The Kaliningradskaya Oblast, Russia's Baltic enclave which soon will turn into an island amid the enlarged EU and NATO, constitutes a twofold challenge to European politics: Due to its economic, social, historical, geographical, strategic, and cultural peculiarities the detached region may become a source of instability. However, due to the same peculiarities the region also bears the potential to serve as a pilot-region for an EU-Russian partnership. To meet the latter perspective all actors concerned need to engage in a dialogue-based, coordinated, and problem-solving approach. This study provides recommendations to a wide range of actors on how to approach the Kaliningrad challenge in a proactive manner. It presents a policy paper drafted by a group of Kaliningrad experts from eight countries and is complemented by fourteen issue-oriented chapters which provide in-depth reasoning on the suggestions made by the group. Hanne-Margret Birckenbach is professor of political sciences at the University of Giessen, Germany. Christian Wellmann is deputy director of SHIP--The Schleswig-Holstein Institute for Peace Research, Germany.
