One of the pathways by which the scientific community confirms the validity of a new scientific discovery is by repeating the research that produced it. When a scientific effort fails to independently confirm the computations or results of a previous study, some fear that it may be a symptom of a lack of rigor in science, while others argue that such an observed inconsistency can be an important precursor to new discovery. Concerns about reproducibility and replicability have been expressed in both scientific and popular media. As these concerns came to light, Congress requested that the National Academies of Sciences, Engineering, and Medicine conduct a study to assess the extent of issues related to reproducibility and replicability and to offer recommendations for improving rigor and transparency in scientific research. Reproducibility and Replicability in Science defines reproducibility and replicability and examines the factors that may lead to non-reproducibility and non-replicability in research. Unlike the typical expectation of reproducibility between two computations, expectations about replicability are more nuanced, and in some cases a lack of replicability can aid the process of scientific discovery. The concept of observability of entities in physical science is typically analyzed in terms of the nature and significance of a dichotomy between observables and unobservables. In this book, however, this categorization is resisted and observability is analyzed in a descriptive way in terms of the information which one can receive through interaction with objects in the world. The account of interaction and the transfer of information is done using applicable scientific theories. In this way the question of observability of scientific entities is put to science itself. Several examples are presented which show how this interaction-information account of observability is done. It is demonstrated that observability has many dimensions which are in general orthogonal. The epistemic significance of these dimensions is explained. This study is intended primarily as a method for understanding problems of observability rather than as a solution to those problems. The important issue of scientific realism and its relation to observability, however, demands attention. Hence, the implication of the interaction-information account for realism is drawn in terms of the epistemic significance of the dimensions of observability. This amounts to specifying what it is about good observations that make them objective evidence for scientific theories.

FOREWORD This book came about as a result of two events: an exhibition on the Solvay Physics Councils, held in Brussels in May 1995, and a conference on the same theme which took place at the Free University of Brussels (ULB) on May 1Oth 1995. A book was published in French in conjunction with the exhibition, and much of the present publication is taken from that book. In addition, we have included some of the papers presented at the conference, as we believe they add a further dimension to the history of the Councils. The French term, Conseil Solvay, is usually translated into English as Solvay Conference or Congress. We have elected to retain the particular connotations of the French word Conseil by translating it instead as Council. The Councils were, after all, no ordinary conferences. Only a limited number of participants was invited, hand picked by a scientific committee, who for five to six days took an active part in the sessions and the long discussions that followed. Each day, one or two physicists would present a paper on a subject that had been chosen by the committee to fit in with the overall theme of the Council. The word Conseil expressly implies the gathering of an elite to engage in debate.
