This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. Discussing the requirements of a new international consensus on nuclear disarmament and non-proliferation, this book builds on the three pillars of the nuclear non-proliferation treaty (NPT): non-proliferation, disarmament and peaceful uses of nuclear energy. This book examines the puzzle of why some states acquire nuclear weapons, whereas others refrain from trying to do so – or even renounce them. Based on the predominant theoretical thinking in International Relations it is often assumed that nuclear proliferation is inevitable, given the anarchic nature of the international system. Proliferation is thus often explained by vague references to states’ insecurity in an anarchic environment. Yet, elusive generalisations and grand, abstract theories inhibit a more profound and detailed knowledge of the very political processes that lead towards nuclearisation or its reversal. Drawing upon the philosophical and social-theoretical insights of American pragmatism, The Politics of Nuclear Non-Proliferation provides a theoretically innovative and practically useful framework for the analysis of states’ nuclear proliferation policies. Rather than reccounting a parsimonious, lean account of proliferation, the framework allows for the incorporation of multiple paradigms in order to depict the complex political contestation underlying states’ proliferation decisions. This book examines the evolution of international nuclear non-proliferation trade controls over time. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime.
