In 1972, the US Navy installed a base for nuclear submarines in the Archipelago of La Maddalena off the northeastern shore of Sardinia, Italy. In response, Italy established a radiation surveillance program to monitor the impact of the base on the environment and public health. In the first systematic study of nuclear expertise in Italy, Davide Orsini focuses on the ensuing technopolitical disputes concerning the role and safety of US nuclear submarines in the Mediterranean Sea from the Cold War period to the closure of the naval base in 2008. His book follows the struggles of different groups—including local residents of the archipelago, US Navy personnel, local administrators, Italian experts, and politicians—to define nuclear submarines as either imperceptible threats, much like radiocontamination, or efficient machines at the service of liberty and freedom. Unlike inland nuclear power plants, vividly present and visible with their tall cooling towers and reactor containers, the mobility and invisibility of submarines contributed to an ambivalence about their nature, perpetuating the idea of nuclear exceptionalism. In Italy, they symbolized objects in constant motion, easily removable at the first sign of potential harm. Orsini demonstrates how these mobile sources of hazard posed special challenges for both expert assessments and public understandings of risk, and in contexts outside the Anglo-Saxon world, where unique social power dynamics held sway over the outcome of technopolitical controversies.

Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Italy, although it considers itself to be a middle-sized power on par with France, the United Kingdom, and Germany, has been incapable of playing an international role comparable to theirs, instead keeping a low-profile foreign policy. This has not been due to any material constraints—Italy’s profile has remained consistently low, through economic times both good and bad—but rather to the country’s strategic culture, a mixture of realpolitik and pacifist tendencies. This book sets out to analyze the influence of Italy’s strategic culture on its foreign policy. It conducts an exploratory case-study to show if hypotheses generated by the strategic culture approach can shed some light on the puzzling Italian behavior in the international arena (puzzling because Italy shows a less assertive foreign policy vis-à-vis other middle powers in the same rank). The first chapter considers the main interpretations of Italian foreign policy and their limitations. The second and third chapters review the literature on strategic culture, stressing its utility for the Italian case. The fourth chapter describes the country’s strategic culture through the Liberal, Fascist, and Republican periods, and the fifth chapter analyzes the influence of ideational factors on Italy’s behavior abroad. This volume investigates nuclear energy policies in Western Europe over the entire post-war period, but with special attention to the two most recent decades. The comparative analytical perspective draws on the interplay between voters' attitudes, challenging movements, party competition, and coalition formation. Spanning more than 60 years and 16 countries, the researchers examine the underlying causal processes leading to the observed varieties of Western European nuclear energy policies. Based on a mixed methods approach using both structured case studies as well as quantitative analyses, the study shows that the nature of party competition under given institutional contexts is a key-driver for, as a rule, tactically motivated governmental policy changes and stability, respectively. Part I introduces the practical and theoretical relevance of the topic. It outlines the reasoning of the major scientific contributions with regard to nuclear energy policies, and offers a theoretical alternative to the previous literatures that has been predominantly movements-oriented. Additionally, it provides core economic and political indicators of the changing role of nuclear energy in the countries. Part II consists of seven in-depth case studies where the outlined theoretical perspective is applied. Part III consists of a general summary, short narratives of the countries not covered in case studies, qualitative comparison and an assessment of the factors for policy change from multivariate analysis.
