A boy educated in a district school of New England, taught for a few months in the winter, by a rough, half-educated but live teacher, who is earning his way, by his winter's work in the school-room out of the profession into something which will pay better, and in the summer by a young female, just out of the oldest class of the winter school, and with no other knowledge of teaching than what she may have gathered by observation of the diverse practices of some ten or twelve instructors, who must have taught the school under the intermittent and itinerating system which prevails universally in the coun try districts of New England - a boy thus taught through his school life, but subjected at home and abroad, to the stirring influences of a free press, of town and school dis triet meetings, of constant intercourse with those who are mingling with the world, and in the affairs of public life, and beyond all these influences, subjected early to the whole some discipline, both moral and intellectual, of taking care of himself, and the affairs of the house and the farm, will have more capacity for business, and exhibit more intellectual activity and versatility than the best scholar who ever graduated from a Prussian school, but whose school life, and especially the years which immediately follow, are sub jected to the depressing and repressing influences of a des potie government, and to a state of society in which every thing is fixed both by law and the iron rule of custom. Hall belongs the credit of being the father of normal schools in America, the first to establish on this continent a school for the Special training and prepara tion oi teachers. Excerpt from A Study of the Efficiency of the Fairport Schools Previous to this year-the average number of teachers in the system for at least five or six years has been twenty-three. I stated previously that now there are twenty-nine. Next year there will be at least thirty. The population of Fairport increased during the past ten years from 3112 to 4626, a growth of 15114, or This increase, of course, was reflected in the school registration with the result that extra teachers have been added as needed. Statistics are not available concerning all of the teachers who have recently been employed in the Fairport schools and who have left for some reason or other. 'i have been able to get some facts for four years, viz., 1914-1915, 1915-1916, 1916-1917, 1919-1920. During those four years, forty teachers left the system, an average of ten a year. In other words, the teaching corps has been nearly half new each year for the period indicated. Twenty-four of the forty left Fairport to take positions elsewhere, seven married, four changed to other occupations, one took graduate work in college, and of the remaining four there is no record. Excerpt from Observation and Practice Teaching in College and University Departments of Education The colleges and universities have offended, too, in assum ing that they can do the work of the normal schools. True their education departments might be so organized that they could discharge this responsibility, but constituted as they are at present, the emphasis is largely on the side of teaching subjects rather than on teaching children. The normal school that requires a four-year high school course for entrance and is thus free to devote itself largely to the professional side of the elementary school subject-matter has the advantage of the college and university departments of education, as they are constituted at present, in the preparation of teachers for the lower schools. If the elementary schools generally were organ ized on the departmental plan, some of the disadvantage might be obviated, but at present it is manifestly impossible for the university to give that attention to all the subjects of the ele mentary school curriculum that is so essential for teachers eu tering upon that particular field. Our best normal schools spend a relatively small amount of time in taking up new sub jects of study per se, but they devote themselves primarily to reviewing the elementary branches through the media of those more advanced. It is not so much a more extensive study of the lower subjects that is needed as a more intensive study of those same subjects with a view to teaching them. To the extent that the institutions of higher learning fail to do this - it is by no means to their discredit; they have another function in the intellectual world - to that very extent do they fall behind the normal school in the preparation of elementary teachers. Be cause all our normal schools are not ideal either in their condi tions for entrance or in the character of their work, does not justify the universities in attempting to assume part of these burdens. Each institution has abundant work in its own par ticular field. Let us rather work together to build up the standard of these lower professional schools until they attain the highest type of efficiency of which they are capable.
