The focus of the study is on the process of region-building. Co-operation between regions across national borders is seen as a creative process, something that has to be nutured and guided. The book portrays these processes in detail through a series of case studies that represent significant cases of this type of Nordic area and provides a view of what may constitute "success" in such ventures. The authors also discuss what such processes may signify for general Nordic co-operation against the backdrop of European integration and seek to indicate what Nordic regions may bring to European regionalism. Such a discussion is of particular interest since the EU acquired a new Nordic dimension after Sweden and Finland joined. Several of the chapters are written by two editors, in addition, case studies of individual regions have been commissioned from authors with specialized knowledge of the each case.

The authors recognised the need for a work which examined issues crossing Nordic borders and made the information more publicly accessible, emerging within evolving discussions of regional governance, cross-border collaborations and Nordic co-operation. The editors have featured three forms of contributions: a series of regional case studies, collations of data on sub-national governments and relating these sub-national factors to debates on Nordic co-operation and European integration. Authors with specialist regional knowledge examine these processes in detail, through case studies which represent the most important of this type of Nordic area and provide a view of what may constitute 'success' in such ventures. The authors also discuss what such processes may signify for general Nordic co-operation against the backdrop of European integration and seek to indicate what Nordic regions may bring to European regionalism. Such a discussion is of particular interest since the EU acquired a new Nordic dimension when Sweden and Finland joined. Contributors’ articles focus on areas including the Kvarken Council, the ARKO co-operation, the internationalisation of Finnish and Norwegian local government and the Øresund region. The collaboration was published in English in order to better contribute to discussions on cross-border interaction more widely, particularly in the case of Europe.

Over the span of a few years, we have witnessed the collapse of the Soviet Union and the unification of Ger many. The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

In Canada's Eastern Arctic and Greenland, the Inuit have been the majority for centuries. In recent years, they have been given a promise from Canadian and Danish governments that offers them more responsibility for their lands and thus control over their lives without fear of being outnumbered by outsiders. The Arctic Promise looks at how much the Inuit vision of self-governance relates to the existing public governance systems of Greenland and Nunavut, and how much autonomy there can be for territories that remain subordinate units of larger states. By means of a bottom-up approach involving cultural immersion, contextual, jurisprudential, and historical legal comparisons of Greenland and Nunavut, The Arctic Promise examines the forms, evolution, and scope of the right to autonomy in these Arctic jurisdictions. Loukacheva argues that the right to autonomy should encompass or protect Inuit jurisdiction in legal systems and the administration of justice, and should allow the Inuit direct participation in international affairs where issues that affect their homelands are concerned. The Arctic Promise deals with areas of comparative constitutional law, international law, Aboriginal law, legal anthropology, political science, and international relations, using each to contribute to the understanding of the right to indigenous autonomy.
