In 1986 Croom Helm published, for the Royal Institute of International Affairs, Northern Waters: security and resource issues, which included a number of contributions from the Northern Waters Study Group of the Scottish Branch of the Royal Institute. This Study Group brought together academics, businessmen, civil servants and serving officers interested in Northern Waters and helped arrange a number of seminars and international conferences. Its members also had contacts with those in Scandinavia and North America who had a professional involvement in Northern Waters. Since the establishment of the Study Group in 1979, interest in Northern Waters has flourished in Britain, the United States, Canada, West Germany and the Nordic countries. In Autumn 1985 the Centre for Defence Studies, University of Aberdeen, held an International Colloquium on what have probably been the main inspirations for the attention devoted to Northern Waters — increased Soviet activity therein and the response of the Western powers. This book reflects some of the issues dealt with at that colloquium and, like the 1986 book, covers jurisdictional and resource questions as well as those concerned with international security.

This book is concerned with both the national security concerns of Asian maritime nations and the security of the Asian maritime commons. These are defined as the Pacific and Indian Oceans and associated seas, bays, and gulfs, with their included sea lines of communication (SLOCs). The most useful geographical designation for maritime Asia is the “Indo-Pacific.” Bernard Cole provides both a survey of the maritime strategies of the primary nations of the Indo-Pacific region and an evaluation of the domestic and international politics that drive those strategies. The United States, Canada, Russia, Japan, North Korea, South Korea, China, the Philippines, Brunei, Indonesia, Vietnam, Singapore, Malaysia, Myanmar, India, Pakistan, Iran, the smaller Indian Ocean and Persian Gulf states are all surveyed and analyzed. The United States, Japan, China, and India not surprisingly draw the most attention, given their large modern navies and distant strategic reach. The author concludes that the United States remains the dominant maritime power in this huge region, stretching from Canada to the Persian Gulf, despite its lack of a traditionally strong merchant marine. U.S. maritime power remains paramount, due primarily to its dominant navy. The Chinese naval modernization program deservedly receives a good deal of public attention, but Cole argues that on a day-to-day basis the Japanese Maritime Self-Defense Force, as its navy is named, is the most powerful maritime force in Far Eastern waters, while the modernizing Indian Navy potentially dominates the Indian Ocean. In fact, a focus of this work is the exemplary description of all the region’s navies, with the author noting the naval arms race that is underway, particularly in the area of submarine acquisition. Cole is careful to couch this phenomenon in the regional concerns about Chinese naval expansion and the desire to ensure a continued, massive U.S. naval presence. The current naval developments in the region evince elements of a naval arms race, but lack the coherent maritime strategies to make naval developments dangerous to regional peace and security. Most telling will be whether United States power and focus remain on the region, while adjusting to continued Chinese maritime power in a way acceptable to both nations. No other current or recent work provides such a complete description of the Indo-Pacific region’s navies and maritime strategies, while analyzing the current and future impact of those forces.

"Before Jutland is an effort to understand what happened at sea in northern European waters in 1914-15 when the German High Sea Fleet faced the Grand Fleet in the North Sea and the Russian Fleet in the Baltic. The book is an extensively revised and extended version of the author's 1984 work The King's Ships Were at Sea. It covers the first six months of the First World War because very important things occurred in that time and, despite the loose ends that inevitably remain with four more years of conflict to follow, important things can be said. The focus is primarily on the British, but both the Germans and the Russians are integral to the study because neither the British nor the Germans' North Sea activities can be fairly assessed without giving due weight to the Baltic theatre of operations. This is an operational history, which balances coverage of the major incidents with treatment of the continuum of activity. The intent within the scene setting chapters is not to attempt a complete survey of the events of the previous decade, but to situate each navy within the environment of 1914. Before Jutland includes the battles of Heligoland Bight and the Dogger Bank, as well as the shock of the submarine and its effect on the operations of all the protagonists. In analyzing these events, it seeks to provide the context within which the protagonists were actually working, without the application of excessive hindsight, because in 1914 so much was new and experimental. Observers are inclined to consider what is known as the 'Fisher Era' as a continuum from Admiral Fisher's accession as First Sea Lord in the British Admiralty in 1904; in reality the pace of operational development not only accelerated but became truly multi-lane only after about 1909, just before the great reformer went into his first retirement. The pressures at all levels within navies were therefore intensifying in the years immediately before the outbreak of the war in ways that were not fully understood, nor necessarily recognized. In short, those involved were struggling to learn a new language of naval operations and warfare with an incomplete dictionary and very little grammar.
