This book examines the emergence of nationalism in Lithuania, specifically the Lithuanian national movement, known as Sajudis, and its approach towards the citizenship rights of national minorities. The study concentrates on the period between 1988 and 1993 when the national majority and minorities began forming and debating citizenship rights. The question of citizenship rights of national minorities is not ordinarily viewed as a problem with regard to Lithuania and there has consequently been minimal attention devoted to this topic. This book addresses this neglect and brings the underlying assumptions into critical perspective by analysing the Lithuanian situation not just according to the letter of the law but also in terms of how these laws were implemented and how the minorities responded to them. In doing so, the book explores the conflict which emerged between the growing national movement and the ideals of citizenship such as multicultural pluralism, diversity and heterogeneity. The book therefore has relevance to all those who are interested in postcommunist societies; and in particular the tensions that frequently develop between nationalism and citizenship.

In order to gain access to the EU, nations must be seen to implement formal instruments that protect the rights of minorities. This book examines the ways in which these tools have worked in a number of post-communist states, and explores the interaction of domestic and international structures that determine the application of these policies. Using empirical examples and comparative cases, the text explores three levels of policy-making: within sub-state and national politics, and within international agreements, laws and policy blueprints. This enables the authors to establish how domestic policymakers negotiate various structural factors in order to interpret rights norms and implement them long enough to gain EU accession. Showing that it is necessary to focus upon the states of post-communist Europe as autonomous actors, and not as mere recipients of directives and initiatives from ‘the West’, the book shows how underlying structural conditions allow domestic policy actors to talk the talk of rights protection without walking the walk of implementing minority rights legislation on their territories.

The Soviet Union encompassed dozens of nationalities and ethnicities, and in the wake of its collapse, the politics of ethnicity within its former borders and throughout Eastern Europe have undergone tremendous changes. In this book, Zoltan Barany and Robert G. Moser bring together eminent scholars whose theoretically diverse and empirically rich research examines various facets of ethnicity in postcommunist Europe and Eurasia: ethnic identity and culture, mobilization, parties and voting, conflict, and ethnic migration. The contributors consider how ethnic forces have influenced political outcomes that range from voting to violence and protest mobilization to language acquisition. Conversely, each chapter demonstrates that political behavior itself has an impact on the forms and strength of ethnic identity. Thus, ethnicity is deemed to be a contested, malleable, and constructed force rather than a static characteristic inherent in the attributes of groups and individuals with a common religion, race, or national origin.
