During its first 14 years of existence, the National Assessment of Educational Progress (NAEP) was located at the Education Commission of the States (ECS). This annotated bibliography of 575 references lists all major publications by or about NAEP published between 1969 and 1983. References are in a classified arrangement, by specific or special assessment. Documents not dealing with a specific assessment are grouped by: Methodological Publications; Special Analyses; and General and Miscellaneous. Materials by NAEP are separated from materials about NAEP done by external organizations. Subject, Personal Author, and Preparing Institution indexes are provided. The compilation is based on materials (documents and journal articles) archived in the database of the Educational Resources Information Center (ERIC), and therefore most documents cited can be obtained through the ERIC Document Reproduction Service (EDRS). While most school systems have undergone some formal desegregation to eliminate inequities in access to education, inequities--and discrimination--nonetheless remain. In this study covering 170 major school districts during the years between 1968 and 1984, the authors discuss the remaining obstacles to equal opportunity in education. Clustering of students into separate classes or groups of classes based on perceived learning potential is one form of discrimination that remains; disciplinary policy resulting in suspension or expulsion is the other. Based on their findings, Meier, Stewart, and England argue that the single most important factor in improving the access of black students to equal educational opportunities is having black teachers in the classroom, a goal attainable through use of the political system. "In a very concise book, Meier, Stewart, and England . . . build a damning case against standard education policies as contributors to the resegregation of our schools. . . . Authoring a Discipline traces the post-World War II emergence of rhetoric and composition as a discipline within departments of English in institutions of higher education in the United States. Goggin brings to light both the evolution of this discipline and many of the key individuals involved in its development. Drawing on archival and oral evidence, this history offers a comprehensive and systematic investigation of scholarly journals, the editors who directed them, and the authors who contributed to them, demonstrating the influence that publications and participants have had in the emergence of rhetoric and composition as an independent field of study. Goggin considers the complex struggles in which scholars and teachers engaged to stake ground and to construct a professional and disciplinary identity. She identifies major debates and controversies that ignited as the discipline emerged and analyzes how the editors and contributors to the major scholarly journals helped to shape, and in turn were shaped by, the field of rhetoric and composition. She also coins a new term--discipliniographer--to describe those who write the field through authoring and authorizing work, thus creating the social and political contexts in which the discipline emerged. The research presented here demonstrates clearly how disciplines are social products, born of political struggles for both intellectual and material spaces.

Since 1969, the National Assessment of Educational Progress (NAEP) has been providing policymakers, educators, and the public with reports on academic performance and progress of the nation's students. The assessment is given periodically in a variety of subjects: mathematics, reading, writing, science, the arts, civics, economics, geography, U.S. history, and technology and engineering literacy. NAEP is given to representative samples of students across the U.S. to assess the educational progress of the nation as a whole. Since 1992, NAEP results have been reported in relation to three achievement levels: basic, proficient, and advanced. However, the use of achievement levels has provoked controversy and disagreement, and evaluators have identified numerous concerns. This publication evaluates the NAEP student achievement levels in reading and mathematics in grades 4, 8, and 12 to determine whether the achievement levels are reasonable, reliable, valid, and informative to the public, and recommends ways that the setting and use of achievement levels can be improved.
