The U.S. wage structure evolved across the last century: narrowing from 1910 to 1950, fairly stable in the 1950s and 1960s, widening rapidly during the 1980s, and "polarizing" since the late 1980s. We document the spectacular rise of U.S. wage inequality after 1980 and place recent changes into a century-long historical perspective to understand the sources of change. The majority of the increase in wage inequality since 1980 can be accounted for by rising educational wage differentials, just as a substantial part of the decrease in wage inequality in the earlier era can be accounted for by decreasing educational wage differentials. Although skill-biased technological change has generated rapid growth in the relative demand for more-educated workers for at least the past century, increases in the supply of skills, from rising educational attainment of the U.S. work force, more than kept pace for most of the twentieth century. Since 1980, however, a sharp decline in skill supply growth driven by a slowdown in the rise of educational attainment of successive U.S. born cohorts has been a major factor in the surge in educational wage differentials. Polarization set in during the late 1980s with employment shifts into high- and low-wage jobs at the expense of the middle leading to rapidly rising upper tail wage inequality but modestly falling lower tail wage inequality.

Using Panel Study of Income Dynamics (PSID) data, the authors analyze changes in wage differentials between white men and women over time and across the entire wage distribution. The authors decompose distributional changes in the gender wage gap to assess the contribution of observed characteristics measuring individual productivity. They find that the gender wage gap narrowed by 16% at the lowest decile and by less than 5% at the highest decile. The decomposition results indicate that changes in the gender wage gap are mainly attributable to changes in educational attainment at the top of the wage distribution, with a sizable part due to work history changes at the bottom. The findings further reveal that the accuracy of the results depends on the direction in which the decompositions are performed.

This book provides a careful historical analysis of the co-evolution of educational attainment and the wage structure in the United States through the twentieth century. The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.

Although women continue to often earn less than men, the wage gap has gradually narrowed. Today, women with a strong attachment to the labour market typically earn 72-77 cents for every dollar earned by men. Studies have identified factors that contribute to the pay disparity, but they have been unable to fully justify its existence. The unexplained portion of the wage differential is often attributed entirely to discrimination (ie: unequal rewards for equal labour market qualifications), but it also represents omitted variables and measurements error. Some believe that as women increasingly become like men in terms of the extent and nature of their participation in the paid labour force, women's earnings will further approach those of men. equity beyond current anti-discrimination measures (i.e., Equal Pay Act of 1963, EPA, which amends the Fair Labour Standards Act, FLSA; Title VII of the 1964 Civil Rights Act; and E.O. 11246). Others believe that obstacles in the labour market continue to hamper women's progress, particularly their concentration in fairly few occupations and the undervaluing of female-dominated jobs. In the 1980's this perspective led to lawsuits that brought largely unsuccessful comparable worth claims under Title VII (ie: allowing a job evaluation's finding of unequal pay for equally rated female- and male-dominated jobs within a firm as proof of wage discrimination) and to bills that proposed conducting pay equity studies of the federal job classification system. This book reviews the issue in all its complexities.
