Reported by George W. Millard, Stenographer. first meeting. The Committee, consisting of Messrs. Dwight R. Adams, of Warwick, George Carmichael, Jr., of Richmond, and George B. Carpenter, of Hopkinton, appointed by the House of Representatives to inquire into the condition of the Narragansett Indians, having in view the question of abolishing their tribal authority and conferring upon them the rights of citizenship, met at the Indian meeting-house, in Charlestown, on Wednesday, July 30th, 1879. Mr. Adams opened the meeting as follows;--Mr. Adams.--The origin of this commission arose last winter from a petition sent up to the General Assembly, signed by Gideon Ammons, President of the Indian Council, and other men and women, members of the Narragansett Tribe of Indians, praying for a committee to investigate their affairs in reference to the encroachment of the whites upon the tribal lands, and whether it was better to continue the tribe as a tribe or enfranchise them, and how it was hest to proceed. We have a petition signed by Benjamin Thomas and others, and we are here to listen to any suggestions they may make,

Excerpt from Narragansett Tribe of Indians: Report of the Committee of Investigation; A Historical Sketch, and Evidence Taken, Made to the House of Representatives, at Its January Session, 1880 Your committee, to whom was referred the resolution of the House of Representatives, passed at the January Session, (February 18, ) A. D., 1870, and the several petitions and other papers before the House, relating to the affairs of the tribe of Narragansett Indians, living in Charlestown, desire to submit the following report: - Your committee have given three public hearings, to wit: at the Indian Meeting House, in Charlestown, Wednesday, July 30, 1879; in Card's Hall, Cross' Mills, Charlestown, Wednesday, August 13, 1879, and again, in the Indian Meeting House, Friday, October 31, 1879. The meetings were well attended by members of the tribe, prominent citizens of Charlestown, including a committee of conference appointed by their Town Council, people from the surrounding towns and from various parts of the State. The subject and questions involved were discussed by members of the tribe and by citizens present from many localities, (See Report of Evidence in Appendix B.) A fourth and final meeting with the Indian Council alone, was held in the office of George Carmichael, Jun., at Shannock Mills, Friday, December 26, A. December 17, 1792 regulations regarding the Narragansett Tribe, as well as those subsequently passed. The regulations were referenced in the second document, a report of the Committee on January 3, 1839 to review various Narragansett complaints. The issues included trespass by whites, rights of membership, marriage outside the tribe, the state of morals, and the necessity of laws preventing suits for debts from liquors.

January 11, 1831 Committee report following a review of the Narragansett Indian tribal laws, including past history of the tribe. Following a rather disparaging assessment of the tribe and its current council, as well as indicating that most members were of mixed races, the author of said report, Dan King, and committee proposed numerous changes. Included were suggestions that the current laws be abolished and an overseer appointed for general oversight of the tribe and guardian of those who were "not competent"; and common lands be sold, with interest used to support the poor, pay down debts, and pay overseer. Of note, the committee anticipated the end of the tribe's existence and suggested the lands then be sold for the benefit of the nearby towns.
