Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 193 countries and a group of select territories are used by policy makers, the media, international corporations, and civic activists and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Rising densities of human settlements, migration and transport to reduce distances to market, and specialization and trade facilitated by fewer international divisions are central to economic development. The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. This 2019 Article IV Consultation with Namibia discusses that with the temporary stimuli now ended, the economy is rebalancing while the government is implementing a significant fiscal consolidation. A likely slow recovery, the need for further fiscal adjustment to bring public debt to a sustainable path, persistent inequalities and structural impediments to growth, point to a challenging outlook. Immediate measures are needed to deliver the authorities’ fiscal adjustment plans and bring public debt to a sustainable path. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

What are the consequences when international actors step in to protect LGBT people from discrimination with programs that treat their sexualities in isolation from the "facts on the ground"? Robert Lorway tells the story of the unexpected effects of The Rainbow Project (TRP), a LGBT rights program for young Namibians begun in response to President Nujoma's notorious hate speeches against homosexuals. Lorway highlights the unintended consequences of this program, many of which ran counter to the goals of local and international policy makers and organizers. He shows how TRP inadvertently diminished civil opportunities at the same time as it sought to empower youth to claim their place in Namibian culture and society. Tracking the fortunes of TRP over several years, Namibia's Rainbow Project poses questions about its effectiveness in the faces of class distinction and growing inequality. An increasing number of poor Southern Africans live in poverty-stricken urban slums or shantytowns. Focusing on four shantytowns in the northern Namibian town of Oshakati, this book analyses the coping strategies of the poorest sections of such populations. The study is based on fieldwork conducted intermittently during a period of ten years. It combines theories of political, economic and cultural structuration, and of the material and cultural basis for social relations of inclusion and exclusion as practise. The poorest shanty dwellers are marginalised or excluded from vital urban and rural relationships and forced into social relations of poverty amongst themselves. Having experienced long-term processes of impoverishment, the very poorest and most destitute in the shantytowns tend to give up improving their lives and act in ways that further undermine their position.
