This edited volume offers innovative perspectives on the study of music as cultural diplomacy in the Middle East and North Africa (MENA), a region often overlooked in such discussions. It offers an innovative contribution to the field of ethnomusicology, as well as political science and international relations, by highlighting the agency of non-state actors (local voices, communities, and grassroots organizations), thereby contributing towards de-centering the state, hitherto conceived as the chief player in cultural diplomacy. This volume is divided into four main parts organized along the following themes: 1. History and Historiography, 2. Migration, Diaspora, and Ethics, 3. Statecraft and Music Making, and 4. Affective and Sensorial Diplomacy. The perspectives offered in this volume offer a deeper exploration of bottom-up initiatives of cultural diplomacy through music, instead of the more usual analyses of top-down, state-directed programmes. Overall, the aim is to reconceptualize Middle Eastern, North African and Arab Gulf musical practices in their relationship to power and cultural diplomacy in order build a broader and pluri-dimensional account of these contentious relationships.

Over the last three decades, a new generation of conceptual artists has come to the fore in the Arab Middle East. As wars, peace treaties, sanctions, and large-scale economic developments have reshaped the region, this cohort of cultural producers has also found themselves at the center of intergenerational debates on the role of art in society. Central to these cultural debates is a steady stream of support from North American and European funding organizations—resources that only increased with the start of the Arab uprisings in the early 2010s. The Politics of Art offers an unprecedented look into the entanglement of art and international politics in Beirut, Ramallah, and Amman to understand the aesthetics of material production within liberal economies. Hanan Toukan outlines the political and social functions of transnationally connected and internationally funded arts organizations and initiatives, and reveals how the production of art within global frameworks can contribute to hegemonic structures even as it is critiquing them—or how it can be counterhegemonic even when it first appears not to be. This open access book investigates the transnationally connected history of Arab Christian communities in Palestine during the British Mandate (1918-1948) through the lens of the birth of cultural diplomacy. Relying predominantly on unpublished sources, it examines the relationship between European cultural agendas and local identity formation processes and discusses the social and religious transformations of Arab Christian communities in Palestine via cultural lenses from an entangled perspective. The 17 chapters reflect diverse research interests, from case studies of individual archives to chapters that question the concept of cultural diplomacy more generally. They illustrate the diversity of scholarship that enables a broad-based view of how cultural diplomacy functioned during the interwar period, but also the ways in which its meanings have changed. The book considers British Mandate Palestine as an internationalised node within a transnational framework to understand how the complexity of cultural interactions and agencies engaged to produce new modes of modernity. Karène Sanchez Summerer is Associate Professor at Leiden University, The Netherlands. Her research considers the European linguistic and cultural policies and the Arab communities (1860-1948) in Palestine. She is the PI of the research project (2017-2022), 'CrossRoads: European Cultural Diplomacy and Arab Christians in Palestine (1918-1948)' (project funded by The Netherlands National Research Agency, NWO). She is the co-editor of the series 'Languages and Culture in History' with W. Frijhoff, Amsterdam University Press. She is part of the College of Experts: ESF European Science Foundation (2018-2021). For sixty years, U.S. government officials have conducted public diplomacy programs to try to reach Arab public opinion—to inform, educate, and understand Arab attitudes. American public affairs officers have met serious challenges in the past, but Arab public criticism of the United States has reached unprecedented levels since September 11, 2001. Polls show that much of the negative opinion of the United States, especially in the Middle East, can be traced to dissatisfaction with U.S. foreign policy. Rugh, a retired career Foreign Service officer who twice served as ambassador to countries in the region, explains how U.S. government officials have dealt with key problem issues over the years, and he recommends ways that public diplomacy can better support and enhance U.S. national interests in the Middle East. This struggle for the hearts and minds of the Arab world, so crucial to the success of American efforts in post-occupation Iraq, is carried out through broadcasting, cultural contacts, and educational and professional exchanges. Rugh describes the difference between public diplomacy and propaganda. He points out that public diplomacy uses open means of communication and is truthful. Its four main components are explaining U.S. foreign policy to foreign publics; presenting them with a fair and balanced picture of American society, culture, and institutions; promoting mutual understanding; and advising U.S. policy makers on foreign attitudes. Public diplomacy supports the traditional diplomatic functions of official business between governments. Whereas diplomats from the United States deal with diplomats of foreign governments, public affairs officers deal with opinion leaders such as media editors, reporters, academics, student leaders, and prominent intellectuals and cultural personalities. Rugh provides an up-close-and-personal look at how public affairs officers do their jobs, how they used innovation in their efforts to meet the challenges of the past, and how they continue to do so in the post-September 11 era.

Arab-Western relations are deadlocked in a sphere of mistrust. Thinking about new policies and activities therefore demands, first and foremost, thinking about ways to break the deadlock. One possible inroad may be culture, the new kid on the block in diplomatic circles as the much-applauded 'public diplomacy' has not always proved very successful. While public diplomacy is often unilateral with an emphasis on explaining one's policies to the others, cultural diplomacy is here defined as a bi- or multilateral approach with an emphasis on mutual recognition. Is culture in general, and cultural diplomacy in particular, indeed a way to bridge the gap between Western and Arab worlds in terms of development cooperation? This was the topic of the conference entitled 'Bridging the Gap', organized by the Clingendael Institute in association with the Development Policy Research Project (DPRN) on 16 November 2007, when a number of renowned speakers gave presentations on the subject. Four of these presentations have been selected for publication: two from a cultural perspective; and two from a policy perspective (one discusses EU policy, the other US policy).
