It was actually a move to shore up the regime of President Camille Chamoun, which was threatened less by outside interference than by a domestic revolt stemming in part from his decision to align Lebanon with the West. The crisis ended only when Chamoun withdrew, with American acquiescence, in favor of a new President committed to Lebanon's traditional policy of neutralism. This clumsy attempt to influence Middle Eastern politics might have been avoided had Washington possessed a firmer grasp of political realities in Lebanon. Why were its people so divided that, following their government's espousal of the Eisenhower Doctrine, they resorted to arms? Was foreign policy the principal divisive issue, or merely the precipitating factor? How, after reaching the brink of civil war, was the nation able to reunite itself? These and other questions are treated in Miss Meo's informed and lively account of Lebanese political development from the days of the Ottoman empire to the present. In tracing the historical roots of the 1958 crisis, she provides an intriguing picture of the twists and compromises that have created a viable nation out of a population half Christian and half Muslim despite outside pressures from the Great Powers and from Arab neighbors. The author fully considers the implications of Lebanon's feudal past in her analysis of modern Lebanon's sophisticated democratic politics. Originally a wild mountain refuge, where persecuted religious minorities could live more or less autonomously under feudal institutions and loose Turkish suzerainty, Lebanon today maintains national stability on the basis of an historic compromise which has given rise to a successful confessional system of proportional political representation. In many instances, however, elections are decided by personal and feudal attachments which cross political and religious lines. Based on thorough research and first-hand interviews with many leading Lebanese political figures, this book provides an authentic and absorbing account of internal politics in a strategically placed Middle Eastern country. Miss Meo offers, moreover, a scathing indictment of the ill-fated and now defunct Eisenhower Doctrine.
