Located in the North Western fringes of Africa, Morocco stretches from North to South on approximately 3000 kilometres of Atlantic coasts. It is a very diverse country, encompassing several landscapes, such as high mountains (e.g., the Atlas and the Rif) and various plains and oases. Chapter One addresses key features of Moroccos plant diversity, the originality and importance of this national plant heritage for the present and the future nationally and internationally in the light of growing threats and global environmental and political changes. The purpose of Chapter Two is to palliate to this issue by developing a spectrometric approach for monitoring soils and waters; an approach which is effective, fast, easy to implement and reliable. Chapter Three reports on the emerging challenges facing the Moroccan agricultural sector. Chapter Four describes some essential aspects marking the quantitative evolution of the Moroccan education system and presents the evolution of the main educational indicators. Chapter Five reports on the many efforts that have been made in recent decades in Morocco in the priority areas of sustainable development and the environment to promote a green and inclusive economy while taking into account the threefold aim of respecting the environment, fighting against poverty and sustaining the economic activity. Chapter Six will: 1) focus on sustainable development strategy adopted in the kingdom; 2) concentrate on the economic, social and health system components as health determinants, and finally discus relationships between health- sustainable development and climate change. This report sheds light on major labor market issues and challenges that Morocco faces. It is the first phase of the programmatic jobs program jointly undertaken with the government of Morocco. The report is a jobs diagnostic that analyzes microdata mainly from Labor Force Surveys and employs new analytical methods to identify the main trends in the labor market. The key challenges that emerge will provide the basis for a deeper analysis and policy formulation in the next phase of this program. "Morocco’s Jobs Landscape" identifies four priorities: accelerate structural transformation to create more and better jobs in higher-productivity sectors, encourage formalization and improve the quality of jobs, increase female labor force participation, and address youth inactivity and its long-term consequences. Morocco has made significant economic progress over the past 20 years, which has raised the living standards of its people. However, Morocco’s economic growth has not been labor-intensive enough to absorb its growing working-age population. It has had a low capacity to generate jobs, and the rate of job creation slowed after the 2008 financial crisis. Morocco is trying to overcome the “middle-income trap,†? which has been preventing its convergence with more affluent middle-income countries. The government of Morocco has called for a new inclusive development model. The new model must address regional development imbalances, facilitate inclusion for youth and women, and continue to foster labor force skills upgrading. The COVID-19 pandemic and resultant safety measures have halted or slowed economic activity, which is worsening the labor market situation. The pandemic undoubtedly complicates prospects for jobs-led growth, and it will make the challenges highlighted in this report even more urgent and deserving of policy makers’ attention.

This book analyzes the economic development choices initiated by Morocco’s King Mohammed VI since he ascended the throne in 1999 and situates those choices in the political economy development literature. Examining the policies enacted by the King, the authors argue that over the past twenty years Mohammed VI has achieved some outstanding successes in modernizing the foundational economic sectors of Morocco, but the benefits of this development have not reached all Moroccans. With its focus on economic development, this book explores the way in which Mohammed VI’s development strategies have, in part, resembled the neoliberal model advocated by Western powers and institutions, as well as how the King also adopted some of the European practices of state intervention found in the "varieties of capitalism" models across Europe. Additionally, Mohammed VI’s Strategies for Moroccan Economic Development looks at the way in which the King has sought to utilize "leap frog" technologies so that Morocco has become a leader in certain productive sectors and is not just catching up to rival producers. The book also examines the extent to which Moroccan citizens have benefited from the economic transformations, arguing that not all Moroccans have benefited; many Moroccan citizens in 2019 echo the same economic concerns that were voiced in 1999 when King Mohammed VI first assumed the throne. Today 60 percent of Moroccans reside in urban areas, as opposed to 35 percent in 1970. By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.
