Four hundred years ago, indigenous peoples occupied the vast region that today encompasses Korea, Manchuria, the Mongolian Plateau, and Eastern Siberia. Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them.
