Book Description
In 2003, the Volcker Commission recommended that explicit pay-for-performance (PFP) systems be adopted more broadly throughout the federal government. In this occasional paper, the authors compare several proposals aimed at enhancing the role of such PFP schemes for federal civil servants, and examine the pros and cons of PFP schemes compared with seniority-based salary systems, as well as the proposals to change the General Schedule system.

Book Description
The challenges and opportunities facing the American people in the 21st Century are complex, interconnected and critical to the future of our nation and our democracy. Today the Federal Government provides unparalleled levels of support for a diverse range of missions, yet public trust in government institutions has hit historic lows. Against this backdrop, we face an urgent call to action to improve and modernize our Federal government. The President's Management Agenda (PMA), released by the Trump Administration in March of 2018, represents the starting point for aligning Federal government resources with the leading practices of the private sector, academia and the "good government community."On the one-year anniversary of the PMA, this volume published by the National Academy of Public Administration, Perspectives on the President's Management Agenda, is a promising contribution to the bipartisan spirit of support that will be central to translating government reform and modernization ideas into action. Contributors offer praise, mixed with suggested improvements and initiatives that may need more attention.

Book Description
Statement of Gene L. Dodaro, Comptroller Gen. of the U.S. The federal government is the world's largest and most complex entity, with about $3.5 trillion in outlays in FY 2010 that fund a broad array of programs and operations. GAO's long-term simulations of the federal budget show absent policy change growing deficits accumulating to an unsustainable increase in debt. While the spending side is driven by rising health care costs and demographics, other areas should also be scrutinized. In addition, there are significant performance and management challenges that the federal government needs to confront. This testimony discusses the Government Performance and Results Act (GPRA) Modernization Act of 2010 (GPRAMA), as the administration begins implementing the act. It is based on GAO's past and ongoing work on GPRA implementation, as well as recently issued reports (1) identifying opportunities to reduce potential duplication in government programs, save tax dollars, and enhance revenue; and (2) updating GAO's list of government operations at high risk due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement, or the need for transformation. Figures. This is a print on demand report.
