Tanto desde la teoría como desde la evidencia empírica se suele identificar al gasto en educación como uno de los instrumentos más poderosos de los que dispone el Estado para combatir los problemas de pobreza estructural, desempleo, inequidad distributiva y falta de crecimiento económico. Tal afirmación se apoya en gran medida sobre la teoría del capital humano (Becker, 1964). Según ésta, la capacidad de los individuos de insertarse en el mercado laboral de manera estable y bajo condiciones dignas, depende en forma determinante de la formación adquirida durante su niñez y juventud. Así pues, la cantidad y calidad de educación junto con la experiencia jugarían un rol muy importante en el aumento de la productividad de los individuos, influyendo no sólo sobre el salario de los mismos, sino también sobre el crecimiento económico. También desde la evidencia empírica, diversos estudios han identificado a la acumulación de capital humano como un determinante clave del crecimiento y del desarrollo (Lucas, 1988; Barro y Sala i Martin, 1995). Pero además de cumplir un rol central en el crecimiento económico, la financiación de la educación por parte del Estado también se justifica mediante argumentos de equidad distributiva. En tal sentido, los estudios de campo han mostrado en forma unívoca que los estudiantes provenientes de familias con menores ingresos tienen peores resultados educativos que los estudiantes de familias más ricas. Adicionalmente, los bajos logros educativos en general se presentan en colectivos aquejados por otros problemas sociales, lo cual refuerza la situación de injusticia social para los grupos que las sufren. Por tales motivos, se suele entender a la equidad en términos de garantizar la igualdad de oportunidades para todos los habitantes. Si bien no existe consenso respecto de qué significa esto, en general se lo entiende como la posibilidad de acceso a los recursos, es decir, se considera que un sistema educativo es equitativo cuando compensa los accidentes de nacimiento, que de otra manera ocasionarían que algunos menores de edad no tuvieran oportunidad de desempeñarse plenamente en la vida económica y política de la comunidad (Roemer, 1998). En definitiva, la igualdad de oportunidades educativas es una aspiración de todas las naciones. Como resultado de ello, los sistemas educativos han experimentado una importante expansión en términos cuantitativos. Sin embargo, la igualdad de oportunidades educativas parece ser más que la igualdad en el acceso a la escuela. Esta postura reconoce que algunos alumnos necesitan aportes adicionales y especializados para alcanzar iguales beneficios. Esto último no necesariamente significa que todos los alumnos deberían alcanzar los mismos rendimientos, sino en todo caso, que su origen socioeconómico no debería ser un obstáculo para su desarrollo personal. Asimismo, en los últimos años se ha intensificado la preocupación por el papel que debe cumplir el sector público en la financiación de la educación, y en particular sobre el correcto uso de los recursos destinados a este fin. En tal marco, el objetivo principal de la tesis es buscar respuestas a preguntas en torno a cómo mejorar la educación básica, tanto en relación con la eficiencia como con la equidad; pero en particular, es el de aportar una metodología que permita estimar la necesidad de recursos educativos necesarios para cumplir el objetivo de igualar oportunidades.
