In an increasingly integrated world where the pace of change is accelerating, policy decisions need to be taken with little hesitation. However, their development effectiveness requires that they are also based on solid analytical foundations. Given the existence of information asymmetries and coordination failures, multilateral development institutions have an opportunity to support their member countries in the assessment of policies that require complex background analysis, particularly when their effects spill over beyond the border of any given country. In this context the Inter-American Development Bank (IDB) and the Economic Commission for Latin America and the Caribbean (ECLAC) have formed a partnership to promote a regional network of computable general equilibrium (CGE) modellers that facilitates the exchange of analytical findings, techniques and data, with the ultimate objective of better serving policy makers in policy formulation. The regional meetings of CGE modellers, held annually in a different country of the region, have been instrumental in promoting intraregional transfer of analytical technologies and in bringing the region closer to international best practices. This book includes a selection of studies discussed in past annual meetings on modelling. They deal with issues such as trade policy, regional integration, trade in services, fiscal policy, the impact of food price surges and climate change; are based on comparable methodologies; and shed light on crucial implications of crucial policy alternatives that Latin American regional policymakers are currently facing.

This book combines an institutional political economy approach to policy making with social network analysis of social policy formulation processes. Based on extensive interviews with governmental and nongovernmental actors, the case studies of social policy formulation in Argentina, The Bahamas, Bolivia, and Trinidad and Tobago show that while societal actors are central in the networks in South American countries, government officials are the main participants in the Caribbean countries. The comparative analysis of the networks of ideas, information, economic resources, and political power across these cases indicates that differences in the types of bureaucratic systems and governance structures may explain the diversity of actors with decision power and the resources used to influence social policy formulation across the region. These analytical and methodological contributions-combined with specific examples of policies and programs-will help to enhance the efficiency, efficacy, and sustainability of public policies in the social arena.

Latin American countries have for a long time been importers of public policies and institutions from the Global North. The colonial legacy and resulting patterns of international relations during the 20th century favoured a course of adoption and hybridization of political institutions. In recent decades, a new conjuncture has emerged in which Latin American policies have started to diffuse South-South and even South-North. Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogotá have also reached wide international recognition and circulation. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes? This innovative collection offers a new perspective on the policy diffusion phenomena. Although the progress toward poverty reduction remains sluggish, other dimensions of social welfare in the Latin American and Caribbean (LAC) region show signs of improvement. Adult literacy and school enrollment rates, life expectancy at birth, and the amount of access to safe water are increasing. Nutrition indicators are also improving. However, other factors demonstrate that many problems persist, especially the inequality between rich and poor. This report analyzes the evolution of poverty and inequality in the LAC region from 1986 to 1996 with projections to 1998. It reviews the policies which have been advocated or implemented to reduce poverty. The report combines the results of new empirical work using household surveys from 12 countries, short theoretical developments, and a review of the literature on issues related to poverty, inequality, and social policy in LAC. Some of the theoretical developments introduce new research techniques. Chapters three to six follow the framework proposed in the forthcoming 'World Development Report 2000-2001'. The framework identifies three essential elements for poverty reduction. Those elements include opportunities for the poor and investments in the human capital of the poor, security through social safety nets, and empowerment.
