Potential contamination from hazardous and solid waste landfills stemming from population increase, rapid industrialization, and the proliferation of assembly plants known as the maquiladoras, are of major concern in the U.S.-Mexican border area. Additionally, historical, current, and future stresses on the Hueco Bolson alluvial aquifer in the El Paso/Ciudad Juarez area due to excessive groundwater withdrawal can affect contaminant migration in the area. In the current study, an updated and improved threedimensional numerical groundwater flow and transport model is developed using a current Hueco Bolson groundwater availability model as its basis. The model with contaminant transport is required to access and characterize the extent of vulnerability of the aquifer to potential contamination from landfills in the El Paso/Ciudad Juarez border area. The model developed in this study is very capable of serving as the basis of future studies for water availability, water quality, and contamination assessments in the Hueco Bolson. The implementation of fate and transport modeling and the incorporation of the Visual MODFLOW(R) pre and post processor, requiring MODFLOW 2000 data conversion, enabled significant enhancements to the numerical modeling and computing capabilities for the Hueco Bolson. The model in the current research was also developed by employing MT3DMS(c), ZONEBUDGET, and Visual PEST(R) for automated calibrations. Simulation results found that the Hueco Bolson released more water from storage than the aquifer was being recharged in response to increased pumping to supply the growing border area population. Hence, significant head drops and high levels of drawdown were observed in the El Paso/Ciudad Juarez area. Predictive simulations were completed representing scenarios of potential contamination from the border area sites. Fate and transport results were most sensitive to hydraulic conductivities, flow velocities, and directions at the sites. Sites that were located within the vicinity of the El Paso Valley and the Rio Grande River, where head differences and permeabilities were significant, exhibited the highest potentials for contaminant migration.

Groundwater constitutes an important component of many water resource systems, supplying water for domestic use, for industry, and for agriculture. Management of a groundwater system, an aquifer, or a system of aquifers, means making such decisions as to the total quantity of water to be withdrawn annually, the location of wells for pumping and for artificial recharge and their rates, and control conditions at aquifer boundaries. Not less important are decisions related to groundwater qUality. In fact, the quantity and quality problems cannot be separated. In many parts of the world, with the increased withdrawal of ground water, often beyond permissible limits, the quality of groundwater has been continuously deteriorating, causing much concern to both suppliers and users. Despite the diversity of the contributions to the analysis of water resources and the myriad of water management experiences, transboundary groundwaters have only relatively recently entered the international political agenda. In line with research dedicated to understanding the challenges associated with the management of water resources and the creation of environmental regulatory frameworks, this dissertation examines the emergence of mechanisms for the management of transboundary groundwater resources. In doing so, it makes a seemingly straightforward inquiry. What are the factors that trigger the emergence and implementation of groundwater management mechanisms? Drawing from the review of the literature and the comparative analysis of three cases of transboundary groundwater management, this research finds that the recognition of groundwater problems is determined by the interplay of three factors: the uses of groundwater, the features of the hydrogeological resources, and the social valuation of the eco-system services provided by the resources. In addition, it suggests that groundwater problems are not sufficient to explain the nature of the mechanisms employed for the management of the resources. It argues that management mechanisms, which may be coordinated or unilateral, result from the configuration of both systemic and socio-institutional factors.

In many parts of the world, groundwater resources are under increasing threat from growing demands, wasteful use, and contamination. To face the challenge, good planning and management practices are needed. A key to the management of groundwater is the ability to model the movement of fluids and contaminants in the subsurface. The purpose of this book is to construct conceptual and mathematical models that can provide the information required for making decisions associated with the management of groundwater resources, and the remediation of contaminated aquifers. The basic approach of this book is to accurately describe the underlying physics of groundwater flow and solute transport in heterogeneous porous media, starting at the microscopic level, and to rigorously derive their mathematical representation at the macroscopic levels. The well-posed, macroscopic mathematical models are formulated for saturated, single phase flow, as well as for unsaturated and multiphase flow, and for the transport of single and multiple chemical species. Numerical models are presented and computer codes are reviewed, as tools for solving the models. The problem of seawater intrusion into coastal aquifers is examined and modeled. The issues of uncertainty in model input data and output are addressed. The book concludes with a chapter on the management of groundwater resources. Although one of the main objectives of this book is to construct mathematical models, the amount of mathematics required is kept minimal.
