Alongside flows of trade and capital, the free movement of professionals, technical personnel, and students is seen as a key aspect of globalization. Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized.

What role does 'place' have in a world marked by increased mobility on a global scale? What strategies are there for representing 'place' in the age of globalization? What is the relationship between 'place' and the varied mobilities of migrancy, tourism, travel and nomadism? These are some of the questions that run through the ten essays in this collection. The combined effect of these essays is to participate in the contemporary project of subjecting the links between place, mobility, identity, representation and practice to critical interdisciplinary scrutiny. Such notions are not the property of particular disciplines. In the era of globalization, transnationalism and readily acknowledged cultural hybridity these links are more important than ever. They are important because of the taken-for-grantedness of: the universal impact of globalization; the receding importance of place and the centrality of mobile identities. This taken-for-grantedness masks the ways place continues to be important and ways in which mobility is differentiated by race, gender, ethnicity, nationality and many other social markers. This book is a concerted attempt to stop taking for granted these themes of the age. This open access book draws a theoretically productive triangle between urban studies, theories of cosmopolitanism, and migration studies in a global context. It provides a unique, encompassing and situated view on the various relations between cosmopolitanism and urbanity in the contemporary world. Drawing on a variety of cities in Latin America, Europe, Asia, Africa and North America, it overcomes the Eurocentric bias that has marked debate on cosmopolitanism from its inception. The contributions highlight the crucial role of migrants as actors of urban change and targets of urban policies, thus reconciling empirical and normative approaches to cosmopolitanism.
