One aspect of the Department of Defenses vision for Net-Centric Operations and Warfare is composing and orchestrating Mission Capability Packages from various disparate and geographically dispersed web services into mission-oriented application as required by the operational situation. This allows mission-oriented capabilities to be quickly composed in response to new challenges, requirements, or demands. In other words, Operational Agility. Today, web services can communicate with each other, advertise themselves, and be discovered and invoked using industry-wide specification. However, until recently, orchestrating these fine grained services together into coherent course grained solutions required non-standard methods and procedures that were generally not interoperable with other organizations. Business Process Execution Language (BPEL) for Web Services (BPEL4WS) mitigates the issue of interoperability by providing a set of constructs, based on XML, that can be used to define the semantics of how process communicate and exchange data, control the flow of data from one services to another, and the order in which to invoke services. Furthermore, subject matter experts using graphical designer tools and not software developers writing software components can compose the processes. This will allow mission-oriented capabilities to be quickly composed in response to new challenges, requirements, or demands.

The process of JMETL development involves the examination of the missions of a combatant commander, subordinate joint force commander, and functional or Service component commanders in order to establish required warfighting capabilities consisting of joint tasks, conditions, and standards. This handbook is intended to assist the combatant commands describe required capabilities in a form useful in the planning, execution and assessment phases of the joint training system. Further, it should aid resource providers and the Joint Staff in examining and coordinating joint training requirements among a number of combatant commands with diverse missions. The next phase of the joint training system begins with the development of a joint training plan delineating how combatant commanders allocate their joint training resources to meet JMETL requirements.

The Office of the Director, Program Analysis & Evaluation (OSDPA & E), is planning to institute a Department of Defense (DoD)-wide Mission Area Analysis (MAA) program as a key element of the Planning-Programming-Budgeting System (PPBS) cycle. MAAs--broad analyses that treat the highest levels of force aggregation and provide cross-service, cross-mission perspectives-are an essential element of post-Cold War planning. MAAs, through prescribed in DoD Directive 5000.2, have yet to be defined formally within the DoD. The MAA program envisioned will examine, among other things, potential force structure and modernization trade-offs that are essential to the formulation of an affordable long-term plan for defense resource allocation. This work described herein was to develop methods for assessing capabilities of alternative force structures for warfighting and non-warfighting missions as part of the MAA process. This methodology proposed assesses joint force structure based upon warfighting requirements. Then, using a similar methodology, assess the capabilities of that force structure analysis has often been policy driven and lacking in detailed objective analytical support. This report is an attempt to develop a methodology that will provide some analytical rigor to the process. From now the warfighting force design process applies to an integer programming (IP) model to make force-unit trade-offs, using Mission Capability Packages' (MCP's) as building blocks. The IP model, which may eventually evolve to a generalized mathematical program, determines efficient (i.e. non-redundant and effective) force mixes to accomplish given missions. In the model, MCP's are defined as integrated slices of the total force required to accomplish assigned missions. For example, a land combat MCP, which could have various configurations, would contain ground units, support units, lift assets for mobilization and deployment, and air assets for sustainment.
