It drives commerce, protects nations, and forms the backbone of systems that range from health care to high finance. Yet despite the avalanche of data available in today's information age, neither institutions nor individuals get the information they truly need to make well-informed decisions. Faulty information and sub-optimal decision-making create an imbalance of power that is exaggerated as governments and corporations amass enormous databases on each of us. Who has more power: the government, in possession of uncounted terabytes of data (some of it obtained by cybersnooping), or the ordinary citizen, trying to get in touch with a government agency? In Missed Information, David Sarokin and Jay Schulkin explore information—not information technology, but information itself—as a central part of our lives and institutions. They show that providing better information and better access to it improves the quality of our decisions and makes for a more vibrant participatory society. Sarokin and Schulkin argue that freely flowing information helps systems run more efficiently and that incomplete information does just the opposite. It's easier to comparison shop for microwave ovens than for doctors or hospitals because of information gaps that hinder the entire health-care system. Better information about such social ills as child labor and pollution can help consumers support more sustainable products. The authors examine the opacity of corporate annual reports, the impenetrability of government secrets, and emerging techniques of “information foraging.” The information imbalance of power can be reconfigured, they argue, with greater and more meaningful transparency from government and corporations.

Like most coloring books, it is a project for artists of all ages: in the course of creating the publication, the artist, herself a new mother, learned about infants' nascent visual perception and their preference for bold monochromatic images, and invites fellow parents to use the artworks as objects in an eye-tracking game. c Boucher (born 1988) is a musician, singer, composer and visual artist who works under the name Grimes. Born and raised in Vancouver, she began releasing music independently late in the first decade of the 2000s, releasing two albums, Geidi Primes and Halfaxa, in 2010 on Arbutus Records. She subsequently signed with 4AD and rose to fame with the release of her third studio album, Visions, in 2012. It produced the singles Genesis and Oblivion, and received the Juno Award for Electronic Album of the Year. Her fourth studio album, Art Angels (2015), was named the best album of the year by several publications. Her fifth studio album, Miss Anthropocene, was released on February 21, 2020. She creates the art for all of her albums.

Enhanced transparency, accountability, and government or donor responsiveness to people needs are imperative to achieve better and more sustainable development results on the ground. The rapid spread of new technologies is transforming the daily lives of millions of poor people around the world and has the potential to be a real game changer for development. Improved accountability and responsiveness are critical for reaching the goals of eliminating extreme poverty and promoting shared prosperity with a focus on improving the well-being of the most vulnerable and marginalized groups in society. Within the broader political economy context, many questions remain unanswered about the role that new technologies can play to act as an accelerator for closing the accountability gap. Within this context, this report brings together new evidence from leading academics and practitioners on the effects of technology-enabled citizen engagement. The report aims to address the following four main questions: how do new technologies empower communities through participation, transparency, and accountability?; are technologies an accelerator for closing the accountability gap - the space between supply (governments, service providers) and demand (citizens, communities,civil society organizations) that must be bridged for open and collaborative governance?; under what conditions does this occur?; and what are the experiences and lessons learned from existing grassroots innovators and donor-supported citizen engagement and crowdsourcing programs, and how can these programs be replicated or scaled up?. The report presents a theoretical framework about the linkages between new technologies, participation, empowerment, and the improvement of poor people's human well-being based on Amartya Sen's capability approach. The book provides rich case studies about the different factors that influence whether or not information and communication technology (ICT)-enabled citizen engagement programs can improve the delivery and quality of public services to poor communities. The report analyzes in depth both the factors and process of using new technologies to enhance the delivery of primary health services to pregnant women in Karnataka, India, and of several community mapping and crowdsourcing programs in Guinea, Haiti, Kenya, Libya, Sudan, and other countries.
