The Third Uni ted Nations Conference on the Lawof the Sea is preparing rules far the establishment of an international legal regime governing the exploration and exploitation of the resources of the international seabed. The Draft Convention on the Law of the Sea (Informal Text) of 27 August 1980 which has so far been the result of the negotiations during the preceding sessions of the Conference, provides for a so-called "parallel system" under which an international "Enterprise" as weIl as national private or state-owned companies will be granted access to the resources of the international seabed under the control of an International Seabed Authority. The Draft Convention also envisages the condusion of joint venture agreements between the international Enterprise and national companies or consortia, and encourages such cooperation through grant ing various incentives. Such joint ventures will probably play an important part in making the international Enterprise operative in the early years of its existence. At the Conference concerns have been expressed whether and when the Enterprise as a newcomer would be in a position to start seabed mining and to compete effectively with the national companies. The Draft Convention provides for a number of ways and means to enable the Enterprise to develop its technological and financial capabilities for deep sea mining as early as possible.

The world-wide recession may well have accelerated the need to secure contractual relationships by reasonable flexibility. Successful foreign investment, a relentless challenge, is subject to many unpredictable errors. This book examines the emergence of modern company towns in Iran by delineating the architectural, political, and industrial histories of three distinct resource-based ‘company town’ projects built in association with the ‘Big Three’ powers of World War II. The book’s narrative builds upon a tripartite research design that chronologically traces the formation and development of the oil, steel, and copper industries, respectively favoured by Great Britain, the Soviet Union, and the United States in this part of the world. By applying three sets of comparative studies, the book provides critical vantage points to three different ideological design paradigms: postcolonial regionalism, socialist universalism, and rationalist modern nation building. From a global political context, the book contributes to the disclosure of new information about the geopolitical confrontation of these three nations in the Global South to increase their sphere of influence after the Second World War. Furthermore, it demonstrates how postwar architectural modernism was adopted by each power and adapted to their ideological mind frame to fulfil distinct social, cultural, political, and economic targets. This book examines multiple interconnections between architecture, politics, and industrial development by adopting a transdisciplinary approach based on comprehensive fieldwork, site surveys, and the analysis of original multilingual documents. The Problem During the first days of July 1987 the newly established Sonderforschungs bereich 178 "Internationalisierung der Wirtschaft" held its first symposium in Konstanz/Bodensee. "New Institutional Arrangements for the World Economy" were discussed by a group of economists and lawyers working in the fields of interna tional trade, international monetary economics, international finance, international public choice, and international economic law. Cooperation between these areas of research is an important condition for attaining the long-term aim of the Sonderforschungsbereich, viz. analysis of the complex interdependencies between international economic transactions of various kinds and international economy related institutions in a broad sense. The nature of these interdependencies seems to be crucial for the world economy's further development. A better understanding of their characteristics will be helpful for the solution of most imminent international economic problems. Four problem areas were especially addressed during the conference, each con sisting of three or four contributions. The revised papers are presented in this volume, each followed by a comment of the invited discussant, or by a summary of the discussion. The last contribution is meant as a summary conclusion and has no comment.
