Beijing's growing footprint in North Africa encompasses, but is not limited to, trade, infrastructure development, ports, shipping, financial cooperation, tourism and manufacturing. China and India's spectacular economic rise over the last two decades has accelerated their trade and investment flows with the Middle East and North Africa (MENA), particularly with the oil-producing countries. And while these flows are still small, China and India's presence in the region is on the rise. This report focuses on the following questions: what have been evolution and the impact of MENA's trade and investment relations with China and India? what actions can be taken to maximize the benefits from these relations and to enhance MENA's international integration? The main findings indicate that the region as a whole has benefited from the rise of China and India in terms of better terms of trade, significant increases in oil and gas exports, and cheaper imports. However, producers of industrial goods have been negatively-and in a few cases severely-affected by competition with the two Asian countries in both third and domestic markets. While China and India are investing more in MENA, they are contributing very little to job creation or to the transfer and diffusion of technology. Faster growth in the two Asian countries-and the associated higher demand for energy-will increase revenues from oil and the difficult choices associated with their management. For the labor-abundant, non oil-producing countries, competition with China and India will increase. But the lack of competitive manufacturing industries and services, the insufficient attention given in the past to building technological capabilities and promoting openness and entrepreneurship are constraining their ability to respond to competition. They need to accelerate productivity to tackle unemployment, especially among youth. This may require the broader institutional changes seen in China and India-suggesting the importance of a pragmatic reform agenda that can accelerate productivity, trade, and investment in the region.

This manuscript examines Sino-North Africa relations on a bilateral level since World War II. It highlights the depth of China’s involvement in the region with each country on a five dimensional approach: energy security, trade relations, political relations, arms sales/security cooperation, and cultural relations. Regarding each of these criteria, North Africa holds a strategic significance to China’s national security, vital interests, territorial integrity, sovereignty, regime survival, and economic prosperity. China has been an integral part of the political developments on North Africa political scene since the early 1950s. Apparently, the peoples of the North Africa and Africa at large are enthusiastic about China’s increasingly involved role. However, China’s heavy involvement in the continent’s oil sector, minerals, fisheries, corporate-practices, and its unconditional support to autocracies is mobilizing some resentment over China’s intentions in the region. Some intellectual trends are currently equating China with imperialism and neo-imperialism. Therefore, to ensure equitable relations with Africa, China and its corporations should refrain from colonial practices, exploitation, and environmental degradation. China also needs to contribute to the region’s process of development, industrialization, development, and stability. Otherwise, its presence might not endure in comparison to British, French, Spanish, or Portuguese presence in the continent.

The Peoples Republic of China (PRC) diplomatic engagement with the Middle East spans multiple dimensions, including trade and investment, the energy sector, and military cooperation. Connecting China through the Suez Canal to the Mediterranean and Europe, the Middle East is a unique geostrategic location for Beijing, a critical source of energy resources, and an area of expanding economic ties. The Middle East geographical and political area is subject to different country inclusion interpretations that have changed over time and reflect complex and multifaceted circumstances involving conflict, religion, ethnicity, and language. China considers most Arab League member countries (as well as Israel, Turkey, and Iran) as representing the Middle East. The Ministry of Foreign Affairs and official Chinese publications refer to this region as Xiya beifei (West Asia and North Africa). China sees the Middle East as an intrinsic part of its Belt and Road Initiative (BRI), and has ramped up investment in the region accordingly, focusing on energy (including nuclear power), infrastructure construction, agriculture, and finance. This book uses the BRI as a framework for analyzing ChinaMiddle East relations, with special emphasis on the PRCs strategic partnerships via regional mutual interdependency in various sectors such as energy, infrastructure building, political ties, trade and investment, financial integration, people to people bonding, and defense. A stable Middle East region is vital for Chinas sustainable growth and continued prosperity. As the worlds largest oil consumer with an ambition to expand its economic and political influence, the Middle Easts geostrategic location and holder of most of the worlds known energy resources make it indispensable to the success of the Belt and Road Initiative.
