This book provides state legislators with the background information they need to make important mental health policy decisions. The executive summary describes the success of deinstitutionalization in releasing large numbers of patients from state mental hospitals, but notes that the needs of persons with mental illness in the community have not been adequately met. It considers state legislative leadership to be particularly important in shaping the mental health system in each state and in meeting the needs of these deinstitutionalized persons. The final chapter presents future challenges in the field of mental health that state policymakers will face. Creative state approaches are offered throughout the book as strategies to address treatment, delivery, and financing concerns.
