These selected paragraphs distill the contents and give you a quick look inside Government in Republican China: Look inside the book: It may be stated as a truism that under any government the actual scope of its intervention is confined to a certain category of affairs, bounded on the one hand by matters which are so trivial or so unexplored that they are left to the citizen's free choice and on the other by subjects in which there is such general agreement as to make political action unnecessary. ...To this end a table of Chinese dynasties has been provided.5 As a result of separate analysis the movements, the armies, and the governments may appear in bolder relief than would otherwise be possible, and the role of government in the broadest sense may be made clearer, not only for China but for the West as well. ...Some of these are: (1) simple conquest; (2) the establishment of a peculiar Far Eastern order under Japanese leadership—either in terms harmonious with Western concepts of international affairs (the 'Japanese Monroe Doctrine') or in terms derived from a modification of the past ('Pan-Asia'); (3) a common cause of Japanese and Chinese against the white peril, without any special emphasis on the relative positions of the two countries; (4) a divine Japanese mission, not merely to save the yellow race but to rescue the whole world and put all nations under the protecting benevolence of Japanese overlordship; (5) a strict policy of day-to-day opportunism—binding those parts of China accessible for such procedure with treaties and agreements, and catching the Chinese as they come forth into the arena of modern economic life; (6) expediency couched in military terms, looking to absolute Japanese gains on the map, regardless of the erection of a social system to perpetuate the immediate military advances; (7) a pro-Chinese policy, to assure the Japanese a close ally (but in such a case a strong independent China would inevitably excel Japan, and the Japanese would have to yield to Chinese hegemony—however friendly—or else retreat from it into the isolation from which they emerged in the 1850's). In 1894–1895, after suffering defeat against Japan in a war primarily fought over the control of Korea, the Qing government initiated fundamental military reforms and established “New Armies“ modeled after the German and Japanese military. Besides reorganizing the structure of the army and improving military training, the goal was to overcome the alleged physical weakness and lack of martial spirit attributed to Chinese soldiers in particular and to Chinese men in general. Intellectuals, government officials, and military circles criticized the pacifist and civil orientation of Chinese culture, which had resulted in a negative attitude towards its armed forces and martial values throughout society and a lack of interest in martial deeds, glory on the battlefield, and military achievements among men. The book examines the cultivation of new soldiers, officers, and civilians through new techniques intended to discipline their bodies and reconfigure their identities as military men and citizens. The book shows how the establishment of German-style “New Armies” in China between 1895 and 1916 led to the re‐creation of a militarized version of masculinity that stressed physical strength, discipline, professionalism, martial spirit, and “Western” military appearance and conduct. Although the military reforms did not prevent the downfall of the Qing Dynasty or provide stable military clout to subsequent regimes, they left a lasting legacy by reconfiguring Chinese military culture and re‐creating military masculinity and the image of men in China.

Questions of national identity have long dominated China’s political, social, and cultural horizons. So in the early 1900s, when diverse groups in China began to covet foreign science in the name of new technology and modernization, questions of nationhood came to the fore. In Unearthing the Nation, Grace Yen Shen uses the development of modern geology to explore this complex relationship between science and nationalism in Republican China. Shen shows that Chinese geologists—in battling growing Western and Japanese encroachment of Chinese sovereignty—faced two ongoing challenges: how to develop objective, internationally recognized scientific authority without effacing native identity, and how to serve China when China was still searching for a stable national form. Shen argues that Chinese geologists overcame these obstacles by experimenting with different ways to associate the subjects of their scientific study, the land and its features, with the object of their political and cultural loyalties. This, in turn, led them to link national survival with the establishment of scientific authority in Chinese society.
