With this book, Karin Rosemblatt presents a gendered history of the politics and political compromise that emerged in Chile during the 1930s and 1940s, when reformist popular-front coalitions held power. While other scholars have focused on the economic realignments and novel political pacts that characterized Chilean politics during this era, Rosemblatt explores how gender helped shape Chile's evolving national identity. Rosemblatt examines how and why the aims of feminists, socialists, labor activists, social workers, physicians, and political leaders converged around a shared gender ideology. Tracing the complex negotiations surrounding the implementation of new labor, health, and welfare policies, she shows that professionals in health and welfare agencies sought to regulate gender and sexuality within the working class and to consolidate the male-led nuclear family as the basis of societal stability. Leftists collaborated in these efforts because they felt that strong family bonds would generate a sense of class belonging and help unify the Left, while feminists perceived male familial responsibility as beneficial for women. When Indian communities of Chiapas, Mexico, rose in armed rebellion in 1994, they spoke boldly of values, rights, identities, and expectations. Their language struck a chord for most Mexicans, for it was the cultural legacy of the Revolution of 1910. Of all the accomplishments of the Mexican Revolution, its cultural achievements were among its most important. The Revolution's cultural politics accounts in part for the relative political stability Mexico enjoyed from 1940 through 1993 and underlies much of the discourse accompanying the tumultuous transitions in that country today. To show the significance of this facet of the Revolution, Mary Kay Vaughan analyzes the educational effort of the state during the 1930s, locating it within the broader sweep of Mexican history to illustrate how the government sought to nationalize and modernize rural society. Vaughan focuses on activities in rural schools, where central state policy makers, teachers, and people of the countryside came together to forge a national culture. She examines the cultural politics of schooling in four rural societies in the states of Sonora and Puebla that are representative of the peasant societies in revolutionary Mexico, and she shows how the state's program of socialist education became an arena for intense negotiations over power, culture, knowledge, rights, and gender practices. The real cultural revolution, Vaughan observes, lay not in the state's efforts at socialist education but in the dialogue between state and society that took place around this program. In the 1930s, rural communities carved out a space to preserve their local identities while the state succeeded in nurturing a multi-ethnic nationalism based on its promise of social justice and development. In Bolivia today, the ability to speak an indigenous language is highly valued among educated urbanites as a useful job skill, but a rural person who speaks a native language is branded with lower social status. Likewise, chewing coca in the countryside spells “inferior indian,” but in La Paz jazz bars it’s decidedly cool. In the Andes and elsewhere, the commodification of indianness has impacted urban lifestyles as people co-opt indigenous cultures for qualities that emphasize the uniqueness of their national culture. This volume looks at how metropolitan ideas of nation employed by politicians, the media and education are produced, reproduced, and contested by people of the rural Andes—people who have long been regarded as ethnically and racially distinct from more culturally European urban citizens. Yet these peripheral “natives” are shown to be actively engaged with the idea of the nation in their own communities, forcing us to re-think the ways in which indigeneity is defined by its marginality. The contributors examine the ways in which numerous identities—racial, generational, ethnic, regional, national, gender, and sexual—are both mutually informing and contradictory among subaltern Andean people who are more likely now to claim an allegiance to a nation than ever before. Although indians are less often confronted with crude assimilationist policies, they continue to face racism and discrimination as they struggle to assert an identity that is more than a mere refraction of the dominant culture. Yet despite the language of multiculturalism employed even in constitutional reform, any assertion of indian identity is likely to be resisted. By exploring topics as varied as nation-building in the 1930s or the chuqila dance, these authors expose a paradox in the relation between indians and the nation: that the nation can be claimed as a source of power and distinct identity while simultaneously making some types of national imaginings unattainable. Whether dancing together or simply talking to one another, the people described in these essays are shown creating identity through processes that are inherently social and interactive. To sing, to eat, to weave . . . In the performance of these simple acts, bodies move in particular spaces and contexts and do so within certain understandings of gender, race and nation. Through its presentation of this rich variety of ethnographic and historical contexts, Natives Making Nation provides a finely nuanced view of contemporary Andean life.
