Andean Trade Preference Act (ATPA) encourages Bolivia, Columbia, Ecuador, and Peru to reduce drug-crop cultivation and production by fostering production and exports of nontraditional products. Both programs authorize the Pres. to proclaim preferential rates of duty on many products entering the U.S. from these regions. This report estimates the impact of both laws on U.S. industries and consumers in 1996 and assesses the effectiveness of ATPA in promoting drug-related crop eradication and crop substitution efforts in beneficiary countries.

Going beyond the usual state-centric approach to the study of the politics of neoliberal reform, Moisés Arce emphasizes the importance of understanding the interaction between state reformers and collective actors in society. In Market Reform in Society he helpfully focuses our attention on how various societal groups are affected by different types of reform and how their responses in turn affect the state’s subsequent pursuit of reform. As a country characterized by strong state autonomy and widespread disintegration of civil society and representative institutions during the 1990s when Alberto Fujimori was president, Peru serves as an excellent case for examining how collective actors can succeed in influencing the reform process. Arce compares reforms in three areas: taxation, pension privatization, and social-sector programs in poverty alleviation and health decentralization. Differences in the concentration or dispersion of costs and benefits, he shows, affected incentives for groups to form and engage in collective action for supporting, opposing, or modifying the reforms.

In the mid-1970s, a long wave of contentious radicalism swept through Italy. ‘Proletarian youth’, ‘metropolitan Indians’, ‘the area of Autonomy’: a shifting galaxy of groups and movements practised new forms of activism. Factories and universities were occupied; rent and utility payments were withheld; neo-Fascists and drug pushers were attacked on sight. The movements were at once creative and brutal, intransigent and playful. A particular target for mockery was the parliamentary Left, and above all the Italian Communist Party (PCI). An earlier wave of radical activism had culminated in the Hot Autumn of 1969; then, the PCI had managed to ‘ride the tiger’ of industrial militancy, emerging with its credibility enhanced. Now, however, the PCI was committed to compromise with the ruling Christian Democrats. The second cycle of contention thus ended in a hostile engagement: rather than adopt their policies, the PCI labelled the movements Fascists, criminals and hooligans. By the end of 1977 the movements were broken, while the PCI had moved sharply to the Right. The main beneficiaries were left-wing ‘armed struggle’ groups such as the Red Brigades. Building on Sidney Tarrow’s ‘cycle of contention’ model and drawing on a wide range of Italian materials, Phil Edwards has told the story of a unique and fascinating group of political movements, and of their disastrous engagement with the mainstream Left. As well as shedding light on a neglected period of twentieth century history, this book offers lessons for understanding today’s contentious movements (‘No Global’, ‘Black Bloc’) and today’s ‘armed struggle’ groups.

The economic crisis of the 1970s, and the consequent rise of neo-liberalism, confronted social democrats with difficult new circumstances: tax-resistant electorates, the globalisation of capital and Western deindustrialisation. In response, a new bout of ideological revisionism consumed social democratic parties. But did this revisionism simply amount to a neo-liberalisation of the Left or did it propose a recognisably social democratic agenda? Were these ideological adaptations the only feasible ones or were there other forms of modernisation that might have yielded greater strategic dividends for the Left? Why did some social democratic parties feel it necessary to take their revisionism much further than others? In search of social democracy brings together prominent scholars of social democracy to address these questions. Focusing on the social democratic heartland of Western Europe (although Australia and the United States also figure in the analysis), it gives the first detailed assessment of how the new social democratic revisionism has fared in government. The book begins by considering the underlying causes of the end of social democracy’s golden age and the magnitude of the challenges faced by social democratic parties after the 1970s. It then proceeds to examine detailed case studies of how particular social democratic parties responded to this changed political terrain. Finally, it contributes to a broader conversation about the future of social democracy by considering ways in which the political thought of ‘third way’ social democracy might be radicalised for the twenty-first century. The contributors offer a variety of perspectives – some are sceptical of social democracy’s prospects, others more sanguine; some supportive of the performance of social democratic parties in government, others bitingly critical. But they are united by the conviction that the themes addressed in this book are crucial to understanding the current politics of the industrialised world and, in particular, to determining the feasibility of more egalitarian and democratic social outcomes than have been possible so far in the era of neo-liberalism.
