Automobiles and their associated infrastructures, deeply embedded in Western cities, have become a rapidly growing presence in the mega-cities of the Global South. Streets once crowded with pedestrians, pushcarts, vendors, and bicyclists are now choked with motor vehicles, many of them private automobiles. In this book, Govind Gopakumar examines this shift, analyzing the phenomenon of automobility in Bengaluru (formerly known as Bangalore), a rapidly growing city of about ten million people in southern India. He finds that the advent of automobility in Bengaluru has privileged the mobility needs of the elite while marginalizing those of the rest of the population. Gopakumar connects Bengaluru's burgeoning automobility to the city's history and to the spatial, technological, and social interventions of a variety of urban actors. Automobility becomes a juggernaut, threatening to reorder the city to enhance automotive travel. He discusses the evolution of congestion and urban change in Bengaluru; the “regimes of congestion” that emerge to address the issue; an “infrastructurescape” that shapes the mobile behavior of all residents but is largely governed by the privileged; and the enfranchisement of an “automotive citizenship” (and the disenfranchisement of non-automobile-using publics). Gopakumar also finds that automobility in Bengaluru faces ongoing challenges from such diverse sources as waste flows, popular religiosity, and political leadership. Public transport systems in contemporary Sub-Saharan African cities are heavily reliant upon paratransit services. These services are defined as informal transportation which operates between the public and individual private spheres. In Africa paratransit is characterized by low quality of vehicles and chaotic management but it also provides cheap, accessible and flexible transport solutions for the urban poor. It is typically poorly regulated and operates as a set of informal businesses. A common result of weak public sector regulation and a fare strategy in which owners claim a fixed daily revenue target and drivers who keep the variable balance as income, is destructive competition and poor quality of service. There is an incontrovertible case for improving the quality, reliability and coverage of public transport systems, and some city governments have attempted to do so by initiating reform projects that envisage the phased replacement of paratransit operations with formalised bus rapid transit systems. In this book the authors argue that there are, however, path dependencies and constraints that limit the possible extent of public transport system reform. Paratransit operations also have some inherent advantages with respect to demand responsiveness and service innovation. Attempts to eradicate paratransit may be neither pragmatic nor strategic. Two future scenarios are likely: hybrid systems comprised of both paratransit and formally planned modes; and systems improved by upgrades and strengthened regulation of existing paratransit services. The business strategies and aspirations of incumbent paratransit operators in three case cities – Cape Town, Dar es Salaam and Nairobi – are discussed, as well as their attitudes towards emerging public transport reform projects. International experiences of hybrid system regulation and paratransit business development are reviewed in order to explore policy options. The authors contend that policies recognising paratransit operators, and seeking contextually appropriate complementarity with formalised planned services, will produce greater benefits than policies ignoring their continued existence.

The book provides international comparison of Lefebvrian research and theoretical conjecture and aims; to engage with and critique Lefebvre's ideas in the context of contemporary urban, social and environmental upheavals; to use Lefebvre's spatial triad as a research tool as well as a point of departure for the adoption of ideas such as differential space; to reassess Lefebvre's ideas in relation to nature and global environmental sustainability; and to highlight how a Lefebvrian approach might assist in mobilising resistance to the excesses of globalised neoliberal urbanism. The volume draws inspiration from Lefebvre's key texts (The Production of Space; Critique of Everyday Life; and The Urban Revolution) and includes a comprehensive introduction and concluding chapter by the editors. The conclusions highlight implications in relation to increasing spatial inequalities; increasing diversity of needs including those of migrants; more authoritarian approaches; and asymmetries of access to urban space. Above all, the book illustrates the continuing relevance of Levebvre's ideas for contemporary urban issues and shows – via global case studies – how resistance to spatial domination by powerful interests might be achieved. The Handbook helps the reader navigate the complex terrain of spatial research inspired by Lefebvre.
