Today, all countries have access to computers and other communication tools to send, receive, store and retrieve data in a convenient manner, and the number of information and communications technology (ICT) applications is increasing at great speed. However, within changing health scenarios, the questions often asked by both ICT providers and users are : what data needs to be collected at service delivery level, and what minimum essential data should be forwarded for international statistical reporting. To address these issues, the WHO Regional Office for South-East Asia assists in strengthening national health information systems, and maintains and regularly updates a database on a set of core indicators of health and its determinants for all countries in the South-East Asia Region. These data are presented in a brochure accompanying this publication. It is important to note that data only become information once they are processed, analyzed, interpreted and available for decision-making. Thus, this publication presents-in the form of graphs, charts, text and table-the information gleaned from the data provided in the brochure. Member States of the World Health Organization (WHO) South-East Asia Region have made considerable efforts to provide an extra surge towards achieving the targets set by the United Nations (UN) Millennium Declaration in 2000--the core values of which are enshrined in the Millennium Development Goals (MDGs). Since 2000, these goals have been an important yardstick for the international community to measure its progress on selected vital health and socioeconomic indices. Tracking and measuring the progress towards achieving the MDGs has been a challenge for individual countries as well as the global community. To operationalize and monitor progress towards achieving the MDGs at the sub-national level, stratified as it is by various socioeconomic factors, and to navigate down to the male and female halves of the population is an even greater challenge. This publication presents the achievements made on the MDGs by Member States of the WHO South-East Asia Region, gauged only at the national level. It depicts the road covered by countries in the last 12 years and the gaps that have to be bridged in the remaining 3 years, and ascertains the likelihood of reaching each of the targets by 2015. The report also highlights the bottlenecks, the most intense challenge, and the constraints faced by each country in its strategic actions and interventions. To comply with the recommendations of UN Secretary-General's Commission on Information and Accountability for Women's and Children's Health, this publication also presents an analysis of the related MDG indicators on women's and children's health.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Sri Lanka is a lower middle-income country (LMIC) with a population of 4.6 million between 5 and 17 years-old. Poverty, terrorism and the effects of long-standing civil war have created a high mental health burden in the country. Similar to other LMICs, mental health is a neglected and an under-researched area in Sri Lanka. Sri Lanka has only 10 board-certified child and adolescent psychiatrists in the country with 0.03 child and adolescent psychiatrists per 100 000 population. Due to the limited number of child and adolescent psychiatrists, a child and adolescent psychiatrist in Sri Lanka has a diverse role including curative, health promotion, medico-legal, research and teaching responsibilities. This book gives an overview of the common psychosocial problems among children and adolescents in Sri Lanka and the nature of the child and adolescent mental health services available in the country at present, and elaborates the challenges faced by practitioners when providing mental health services to children and adolescents, with limited resources. The book also discusses practical solutions that can be taken to improve the child and adolescent mental health services in low-income settings, where scarcity of resources makes it impossible to adhere to ideal practice.
